- The U.S. Army Computer Hardware Enterprise Software and Solutions (CHESS), in coordination with the Army Contracting Command (ACC), Mission & Installation Contracting Command (MICC), Information Technology, E-Commerce, and Commercial Contracting Center (ITEC4), intend to award an Enterprise Contract for Microsoft Premier Support services on behalf of the DoD Enterprise Software Initiative (ESI). Services include, but are not limited to, Support Account Management, Technical Account Managers, Alliance Support Teams, Reactive on-site support, Information Services and TechNet subscriptions worldwide. Other Agencies (i.e. Department of Defense (DoD) and Office of President ) may use the contract to satisfy their Microsoft Premier Support requirements). The attached Draft Request for Proposal (RFP) consists of Part E.1 Instruction to Offeror (including Appendices) Part E.2 Evaluation Criteria,Part D Performance Work Statement (PWS), Part D.1 Order Transaction Report and D.2 Evaluation of Contractor Task Order Performance survey. The Army intends to award one Indefinite Delivery/Indefinite Quantity contract. The contracts will have a 5-year period of performance, with a base period and four one-year options, for the acquisition of Microsoft Premier Support services. The Government will conduct the acquisition under Federal Acquisition Regulation (FAR) Part 12. The North American Industry Classification System (NAICS) code for this acquisition is 541519 (with small business size standard of $25M). Contractors will be required to support up to a Secret security clearance. This contract will not be a small business set-aside; there is not a reasonable expectation that there are at least two responsible small business concerns that can perform the entire requirement. Questions regarding this Draft RFP shall be submitted to the website located at ITEC4 Q&A Bulletin Board website http://199.208.20.55 no later than 4 pm EST, Nov 4, 2008.
