Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. One contract is anticipated to be awarded as a result of this solicitation. This requirement is being awarded under FAR Part 12 and will result in the issuance of a purchase order. The Customs and Border Protection, U.S. Border Patrol, Detroit Sector is requesting a firm-fixed price proposal for: Firing Range Services. The Statement of Work (SOW) is attached. The following FAR clauses and provisions apply to this acquisition: 52.212-3 Offeror Representations and Certifications, 52.212-4, Contract Terms and Conditions-Commercial Items; and, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies, 52.204-7 Central Contractor Registration, 52.217-9 Extend the Term of the Contract. The following FAR clauses within paragraph 52.212-5 (b) apply to this solicitation. 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Equal Opportunity for Disabled Veterans and Veterans of the Vietnam Era and other eligible Veterans, 52.222-36 Affirmative action for workers with Disabilities, 52.222-50 Combat Trafficking in Persons, 52.225-1 Buy American Act Supplies, 52.225-13 Restriction on Certain Foreign Purchases, 52.232-29 Terms of Financing of Purchases of Commercial Items, 52.232-30 Installment Payments for Commercial Items, 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration. FAR 52.252-1 Solicitation Provisions Incorporated by Reference, the full text of a solicitation provision or clause may be accessed electronically at http://www.arnet.gov/far. The Government will award a contract resulting from this solicitation to the responsible offeror (as defined in FAR Part 9) whose offer conforming to the solicitation, meets the technical capabilities, delivery schedule, and is the lowest price technically acceptable. Offers are due November 11, 2008 by 3:00 p.m. Central Standard Time at: Customs & Border Protection, Rio Grande Valley Sector, ATTN: David Torres, 4400 S. Expressway 281, Edinburg, TX 78539. Quotes should be submitted on standard form 18 (SF18) - Request for Quote, or an equal document reflecting the same information as the SF18.
