Description

Description(s): The U.S. Securities and Exchange Commission (SEC) intends to award a sole source firm-fixed price contract to Morningstar Direct. Morningstar Direct provides Internet access to Morningstar proprietary statistics, stock ratings and peer comparisons, commentary, research reports, buy/sell recommendations and analysis. Morningstar Direct is the only product that offers both holdings- and performance-based analysis in a single research platform across an extensive collection of data that includes not only mutual funds, but other types of investments. Morningstar Direct is the only vendor capable of delivering the data from the Morningstar databases on the analytical platform that is required by the Commission. This information is not available from any other source. The period of performance will be for one year, effective December 1, 2008. The SEC intends to negotiate with only one source under authority of FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. Interested organizations may submit their capability statements and qualifications for the provision of this requirement, which may or may not be considered by the SEC. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. This is a Notice of Intent, not a solicitation. No solicitation will be issued for this sole source requirement and no other information will be provided.
