- Contract work consists of a base bid to place approximately 1,900,000 cubic yards of beachfill, along the Atlantic Ocean coastline of Long Beach Island, Ocean County, New Jersey. The contract work will also consist of additional separate options. The Options are to place additional amounts of beachfill per option, if awarded, in locations outside of the Base bid area. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill: the construction of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; providing sand fencing; and the relocation or removal of various existing structures to accommodate the new beachfill and dunes. There will be additional Options included to place an additional 50,000 to 100,000 and 200,00 cubic yards of beachfill per option, if awarded, anywhere within the awarded contract areas. The borrow area for the beachfill material is located east or east-southeast of the project locations, in the Atlantic Ocean and up to 3 miles offshore. Solicitation Number W912BU-09-B-0004 will be issued on or about 14 November 2008 with bid opening date of 16 December 2008 at 11:00 a.m. The period of performance 120 calendar days for the Base and 60 calendar days for the Options. Estimated cost range of the project is $10,000,000.00 to $25,000,000.00 including options. The NAICS Code for this project is 237990 (SIC 1629) with a size standard of $20.0 million. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractors responsibility to monitor FBO for any amendments. Also, contractors who receive a federal contract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 1-703-461-2460 or by accessing the following Internet website: http://vets.dol.gov/vets100/. All contractors must be registered in the DODs Central Contractor Registration (CCR) database as required by DFARS 204.7300. Davis Bacon rates will be applicable to the construction and bonding is required. Please review all bonds and accompanying documents required to be submitted. Affirmative action to insure equal employment opportunity is applicable to the resulting contract. Liquidated damages will be specified. Award will be made as a whole to one bidder. This procurement is advertised as Unrestricted.
