- Specialty Center Acquisitions NAVFAC, Code AQ00, for the Naval Facilities Expeditionary Logistics Center (NFELC) is seeking a contractor who shall provide all labor, materials, facilities, transportation and services necessary to engineer, fabricate, install test and deliver armor solutions kits for twenty four International 7000 series Truck Tractors for the Naval Expeditionary Motor Transport Equipment. This procurement is being processed in accordance with FAR 15, Contracting by Negotiations. A Firm Fixed Price Contract will be awarded. The North American Industry Classification System (NAICS) code 336992, Military Armored Vehicle, Tank, and Tank component Manufacturing. The Small Business Size Standard is 1000 employees. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, as well as a price proposal for evaluation by the Government. Contractors must be ab! le to demonstrate prior testing of opaque and transparent armor at U.S. Army Aberdeen Test Center. Award will be made to the responsible offeror whose proposal, confirming to the solicitation, represents the lowest price technically acceptable offer to the Government. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. The solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on NECO (Navy Electronic Commerce Online) which links to FEDBIZOPS (http://www.fbo.gov/). The Solicitation will be available for review on the website on or around 21 November 2008; the closing date will be twenty one days after posting. It shall be the contractor's responsibility to check the websites for any amendments. Qualified parties are required to register for the solicitation at the NAVFAC E-Solicitation website. Contractors are required to register with the De! partment of Defense Central Contractor Register (CCR). No contract award will be made to any contractor that is not already registered or in the process of registering. The DoD CCR can be reached at (866)705-5711 or http://www.ccr.gov/. The proposed contract listed here is 100 percent set-aside for SMALL BUSINESS. The Government will only accept offers from small business concerns.
