- Due to insufficient competition, this solicitation is canceled and will be reissued. The government is considering the following changes to the specifications. a. Adding an EPA Clause for fuel costs. b. Allowing payment for stored materials (both on and off site). c. Reducing and simplifying the selection criteria. d. Allowing both upland and open water disposal of dredge material which would allow either land or water based construction. Once the solicitation is revised, it will be reissued on FBO as Solicitation Number W911KB-09-R-0003
