- Work includes demolition of electrical and mechanical equipment; removal of interior walls and stairs; removal of existing restrooms; removal of existing windows; removal of portions of existing interior 12-inch thick concrete slab for new wall and column foundations, elevator pit, and relocation of existing utility lines. New construction consists of skylights through an existing membrane roof system; new windows meeting Anti-Terrorism and Force Protection requirements; and new metal siding to match existing. Interior construction includes a new second floor in the high bay area for classrooms, break room, and restrooms; a new concrete mezzanine off the existing maintenance bay for storage, and for mechanical/electrical equipment; new elevator; and new stairwells. First floor construction includes a new machine shop; audio/visual rooms; administration and laboratory areas; arms room, and restrooms. Supporting facilities include HVAC; Plumbing; Fire Protection; Water and Sewer; Natural Gas Connection; Communications and Building Information Systems; Electrical; Paving; Sidewalks; Curbs and Gutters; and Storm Drainage to include an Underground Detention Storage System. The solicitation is restricted to SBA certified 8(a) firms in the state of Michigan only. The NAISC Code is 236220, with a standard size of $33,500,000. The cost range is between $5,000,000 and $10,000,000. Proposals will be evaluated using Lowest Price Technically Acceptable method. The proposal evaluation criteria consist of the following: Prime contractor experience, prime contractor past performance, self-performed work, price and pro forma information. Contract duration is 480 days. The approximate issue date is 12 November 2008. Project documents will be available by download from the Internet FedBizOpps only. This announcement serves as the advance notice of this project. The approximate due date is 7 January 2009 at 1:00 p.m. (Eastern Time).
