- THIS NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. NO SOLICITATION IS AVAILABLE. THE GOVERNMENT WILL NOT BE RESPONSIBLE FOR ANY EXPENSES INCURRED BY ANY PARTY RESPONDING TO THIS NOTICE [SEE FAR 15.201(e)] NAICS 561210-$32.5M, pertains to this notice. On 4/14/08, the Federal Law Enforcement Training Center published a sources sought synopsis for roleplayer services for the Glynco, GA, training site. This synopsis gives notice that the NAICS and the title of that synopsis 2009SVC has changed to NAICS 561210, synopsis # 09SVC0027 - Support for Law Enforcement Officer Training (S4LEOT). This acquisition is anticipated to result in a single fixed-price IDIQ contract for management, supervision, recruitment, training, employee security clearances and transportation, office equipment and materials, workmen comp insurance, and overall scheduling for a full range of LEO training support services including (but not limited to): roleplayers; technical library storage and maintenance for approx. 500 exercise scenarios and directives; observed participants for alcohol sobriety testing; GFP prop maintenance and inventory; staging and monitoring of exercise facility sites; providing technical and administrative assistance to FLETC instructors and schedulers; providing and maintaining safety equipment for various training exercises but primarily for non-lethal firearms scenarios where injuries are prevalent; and other related misc. services. No subcontracting of these services is permitted due to fast-paced and ever-changing training mission demands that are not well served by absentee contractor management. These services are projected to be procured for a 12-month base period and will include four unilateral 12-month option periods. Participating organizations co-located at the Glynco campus are encouraged but are not mandated to use any requirements contract for these services resulting from this acquisition. Historically, approximately 150,000 hours of services are ordered annually under the IDIQ lines on the current contract in addition to FFP lines for supervision by on-site managers of this contractor. It is projected that these services will surpass $21,000,000 for the 60-month ordering period ending February, 2009. This contract has been an 8(a) set-aside historically, and it is currently anticipated that this acquisition will also be an 8(a) set-aside. A bid and performance bond will be required for the FFP lines. Note that there is no minimum guarantee on this acquisition. Should a firm anticipate qualifying for providing these services (even if the firm responded to synopsis 2009SVC in April 2008), the attached form should be completed and forwarded to the contracting officer at DHS, FLETC, PRO, B93, GOB, P. Newman, 1131 Chapel Crossing Road, Glynco, GA 31524, no later than November 14, 2008. Submittals are limited to 20 pages inclusive of the attached form. Due to current e-mail limitations, submittals shall not be sent electronically and no assurance is given that electronic submittals will be included in this market research phase of this procurement.
