Description
It is the intent of NIST/DOC to seek proposals from small business firms for participation in the NIST Small Business Innovation Research (SBIR) Program. The SBIR Program is a three-phase program which implements Public Law 102-564, the Small Business Research and Development Enhancement Act of 1992. The purpose of Phase 1 is to conduct feasibility related experimental or theoretical research or research and development (R&D) in order to determine the scientific or technical merit/feasibility of concepts/ideas as prerequisite for further NIST support under Phase 2 of the SBIR Program. Firms or individuals receiving awards under Phase 1 will be eligible to compete for Phase 2 contracts. The Phase 1 awards will be made with a value of up to $90,000.00. The following are the research topics available for Phase 1 in the 2009 solicitation------- Facile, Scalable Synthesis of Water Soluble CdSe/Zn sulfide Quantum dots for Bioimaging; Multiplexed electrophoresis system with “detectorless” conductivity detection; Electron Energy Analyzer for Ion Neutralization Spectroscopy; Signal Processing Methods for High-Dimensional Microsensor Data Streams; Development of a Multi-sample Multi-Slit Rheometer; Attogram-Level Single Nanoparticle Mass Sensing in Liquid Media; Pervasive Information Technology for Sensor Infrastructure for Multi Modal Interfaces and Smart Spaces; Electrodeposition of Pt-alloy Electrocatalyst for PEM and DMFC; Refrigerant Circuit Balancing Device for Finned-Tube Evaporators; Sensor Systems for Complete Residential Energy Monitoring; Trustworthy Networked Medical Devices; Instrument for Detection of Inhaler Dose Concentration; Automated Interaction with Fingerprint Sensors; Technology Transfer Of Scanning Magnetic Field Imaging; Urban Electromagnetic Modeling; Technology Transfer of the Multimodal Biometric Application Resource Kit (MBARK); Accurate Human Biomechanical Model for Radio Frequency Surveillance and Imaging; Biometric Signature Extraction Software Tool for Through-barrier Sensing; Policy Machine; Tools to Automate and Visualize Computer Security Metrics; Device Identification Management for Pervasive Computing; Time Synchronization of Wireless Sensor Networks; Virtual Measurement Metrology for Economic Optimization; Multijunction Thermal Converters for Precision Radio-Frequency Metrology; Integration of High Precision 6DOF Micropositioners with Microscopes for Micrometrology Applications; Autolimiting Transmission Lines using High Temperature Superconductors; Massively parallel high temperature probe system for wafer-level reliability testing; Developing Centrifugation Based Length Separation of SWCNTs for Advanced Applications; Integrated Laser Source for broadband CARS Microscopy; Dynamic light scattering instrumentation using field programmable gate array based digital signal processing; High-Spectral-Purity, Millimeter-Wavelength Oscillator; Commercialization of a Novel Integrating Sphere-based Ultraviolet Weathering Device; Gigahertz Frequency Comb for Coherent Fourier Transform Spectroscopy; Ytterbium Femtosecond Fiber Laser with High Repetition Rate; Ultra-thin NbN films for superconducting detectors; Commercially Viable Chip-Scale Atomic Magnetometers; Single-Photon Direct Detection of Lyman-alpha Radiation; Multiple Channel Coincidence Detection; Automated, temperature-controlled high-power LED measurement system; High Efficiency Matched Pair Photodiodes at 1550nm; Generation of Violet and Near-UV Radiation; Fast multivariate data modeling for parameter uncertainty estimation using compact, massively-parallel computation hardware. -----The NIST 2009 SBIR solicitation will be issued on or about November 12, 2008 and will close January 22, 2009. Electronic copies of the solicitation will be located at http://www.nist.gov/sbir and http://www.fedbizopps.gov. No mailing lists will be kept and no hard copies will be available. Any and all amendments to the solicitation will be posted to the above two websites. A public website will be available where technical questions may be submitted by the interested parties and answers provided by NIST experts will be posted. This public Q&A will be available during the open solicitation period at http://www.nist.gov/sbir.
