Description

The Pension Benefit Guaranty Corporation (PBGC) intends to issue on a sole source basis a contract with Standard and Poors. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of (FAR) part 13.5. The purpose of this contract is to access information that is necessary to assess the credit quality of pension plan sponsors and assist in the decisions of whether or not to terminate a pension plan. S & P updates financial news and debt rating on regular basis, as events occur that impact the credit quality of the company and at a minium, on a quarterly reporting schedule. This is a notice to award a sole source contract and is NOTa request for proposals. However, all proposals received within five days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
