- This is a synopsis for continued development and sustainment support of the Standard Procurement System (SPS) Procurement Desktop 2 (PD2) contract writing system, Increment 2. It is the Government's intent to increase the maximum NTE value on the existing, sole source, IDIQ contract from $70M to $135M due to increased sustainment and support effort as a result of the executive decision to sustain Increment 2 versus deploy the web-based Increment 3. The SPS PD2 system is the primary contract writing system for the Department of Defense (DoD), only one responsible source, CACI Enterprises, Inc., and no other supplies or services will satisfy agency requirements. The statutory authorities for this requirement are 10 U.S.C. 2304 (c)(1) and FAR Part 6.302-1(a)(2)(iii). Award to any other source would result in substantial duplication of cost to the Government that will not be recovered through competition and would cause unacceptable delays for SPS support throughout DoD. In addition, due to the proprietary nature, no other contractor would be able to build upon or modify the SPS PD2 system. Therefore, this Notice of Intent is for information purposes only and not a request for quotations or proposals. A determination not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government.
