- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is N62793-09-POLISH and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 814110 with a small business size standard of employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-10-29 12:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be NEWPORT NEWS, VA 23607 The USN NAVSEA SUPSHIP Newport News requires the following items, Exact Match Only, to the following: LI 001, THIS SERVICE IS REQUIRED ON BOARD A US NAVAL VESSEL THE USS GEORGE H W BUSH. WE ARE REQUESTING THE FOLLOWING WORK TO BE DONE IN 28,700 SQ FT CERAMIC TILE USING ECOLAB PRODUCTS.1. FLOOR WILL BE ROTARY SCRUBBED WITH INTENSIVE TILE CLEANER. 2.FLOOR WILL THEN RECEIVE A DOUBLE APPLICATION OF ECOLAB TILE POLISH # 2. 3. FLOOR WILL BE FLOOD RINSED AND WET VACUUMED. 4. THE AREA WILL THEN BE POLISHED USING ECOLAB'S TILE POLISH #1, REPEATING THE DOUBLE APPLICATION PROCESS. 5. THE FLOOR WILL BE FLOOD RINSED AND VACUUMED AGAIN. 6. AS A FINAL STEP THE FLOOR WILL BE DRY BUFFED TO REMOVE ANY REMAINING RESIDUES., 1, EA; For this solicitation, USN NAVSEA SUPSHIP Newport News intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USN NAVSEA SUPSHIP Newport News is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of a FAR clause may be accessed electronically at http://www.acqnet.gov/far. Work is to be completed in 12 days or less. Work is to be started on Friday November 7th and to be finished on Wednesday November 19th or less. We are requesteing for work to be done also during saturday and sunday and nights if possible. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. Clearence is required for all workers to access the Newport News Northrop Grumman Shipyard to then have access to the ship and complete the work. Remove all topical coatings from floor with Ecolab Pinnacle intensive tile cleaner. Wet a 25 sq ft (2.5 sq m) area and apply approximately 3 oz of Ecolab Pinnacle Tile Polish #1. Use the Pinnacle Tile Polish #1 with a Stone Medic Mighty Max Floor Machine weighted at 160 pounds. The Pinnacle Tile Polish #1 is buffed into a slurry over the 25 sq ft (2.5 sq m) area. Work the material slowly over the area for approximately 10 minutes. Wet vacuum and double flood rinse removing all residue. Then move to next 25 sq ft (2.5 sq m) area and repeat... When area is completed, repeat using Pinnacle Tile Polish#2 to complete the process.. Use approximately 3 oz (84 grams) of Ecolab Pinnacle Tile Polish #2 for the 25 sq ft (2.5 sq m) area. Use a natural fiber pad mounted on a StoneMedic Mighty Max Floor Machine weighted at 200 pounds. The Pinnacle Tile Polish #2 should be buffed into slurry over the25 sq ft (2.5 sq m) area. Add water as necessary to maintain proper slurry consistency. Work the material slowly over the area for approximately 10 minutes. When the desired level of gloss has been reached, wet vacuum the area thoroughly. Double flood rinse to remove all residue. Move to the next 25 sq ft (2.5 sq m) area and repeat. Overlap areas to blend. Let dry and buff with a white pad to remove all remaining surface residue. This should be done by a contractor trained in the use of the Pinnacle tile polish & Mighty Max floor machines.
