Description
The U.S. Environmental Protection Agency (EPA) Region 4 Office, is conducting a sources sought for informational purposes only, to determine whether small socioeconomic business capabilities exist to support this requirement. THIS IS NOT A REQUEST FOR PROPOSALS. This notice is applicable to North American Industry Classification System (NAICS) code 541620, Environmental Consulting Services, size standard $7 Million. EPA Region 4 is in search of small socioeconomic businesses (such as 8(a), HUBZone, or Service Disabled Veteran-Owned Small Businesses (SDVOSBs)) to provide Enforcement Support, Data and Information Management Support, Document Support, and Support of Special Projects. These services shall be in accordance with all environmental statutes as appropriate. A draft Performance Work Statement will be posted on the EPA HQ website: http://www.epa.gov/oam/solam.htm Interested parties must possess the experience and capabilities to provide support for tasks such as Potential Responsibility Party (PRP) Searches, Litigation Support, Cost Recovery, Support in Preparation of Close-out Memorandums (Decision Document) and Data Management and Information Management. Responses to the folowing questions will be used to determine a firm's capabilities to provide the above mentioned services: 1) How would your firm determine how an owner used a piece of property during their ownership? How would your firm determine the first industrial use of the property? 2) How would your firm conduct a financial analysis to determine the whereabouts of a corporation's assets? In addition, how would your firm determine if the corporation had an ability to pay EPA's costs? 3) If a corporation is defunct, how would your firm find out more information about the operation before it went defunct? 4) How would your firm identify and retrieve evidence and/or records found on a Superfund site? Describe how your firm would handle site records if it is unclear whether they are contaminated or not. 5) How would your firm create a volumetric and customer list from the records concerning drums and landfills? Describe how pounds would be converted into gallons in the reporting. 6) Describe your esperience in coducting document management support. Provide specific examples demonstrating your ability to sort, index and image documents. What standards do you have in place to demonstrate quality assurance/quality control to ensure accuracy and reliability of work products? Interested parties shall provide all of the following information: 1) Business name, address, telephone number and business site and socioeconomic category for NAICS code 541620; 2) Response to the above 6 questions and a concise capabilities list showing that your firm is qualified to perform the above mentioned tasks. The responses and capabilities list shall not exceed five (5) double-sided pages; 3) A list of current and past contracts with similar requirements not to exceed 1 page. Firms shall ensure responses are documented to the extent the Government can determine the firms qualifications to perform this requirement. If it is determined that there are not enough firms of a specific category such as 8(a), HUBZone or SDVOSBs to ensure adequate competition, this procurement will be set-aside for small business. This sources sought does not constitute a commitment by the Government. The Government does not intend to award a contract based on this sources sought announcement or otherwise pay for any information or inquiry. The response date for all submission is November 24, 2008. Responses will be accepted by email or hard copies. Any questions to this announcement shall be submitted in writing to the primary contact.
