Description

THIS IS A NOTICE OF CONTRACT ACTION (NOCA); THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO NOTIFY INDUSTRY OF THE USAF INTENT OF CONTRACT ACTION AND POSSIBLY GAIN KNOWLEDGE OF OTHER POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The 412 Test Wing, Electronic Warfare Group (EWG), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price IDIQ to ITT/EDO Corporation., 254 East K-4, Lancaster CA 93535-4500.This acquisition falls under Federal Acquisition Regulation (FAR) Part 12 "Commercial Service". The contract will consist of services that are detailed in the attached Performance Work Statement (PWS). This requirement is for all services identified in the PWS. Any qualified and interested companies responding to this announcement must be able to support all areas. NO partial support responses from industry will be accepted. The Government is seeking only, qualified, experienced sources interested in performing the services identified in the attached PWS. Briefly, the service contract will consist of the following: 1. An Engineering Services contract for Software Development Services in support of the 412th Electronic Warfare Group (EWG) at Edwards AFB (EAFB), CA. The Program Management Office (PMO) for this effort will be comprised of personnel from the 771st Test Squadron (TS). The requirement is to provide Software Development support for existing EW quick look data analysis toolset [i.e., Quick Look Tool Set (QTS)] for the 771st TS and to perform quick look analysis of EW data post-test missions as required to continue the tools development or troubleshoot problems with the existing capabilities of the toolset. Required services include: scientific engineering services with thorough knowledge of advanced EW, ECM and RF threat system design principles and the ability to review and assess their operation and performance; operation and maintenance of test equipment and their application to advanced Radar and EW testing; operation, resources, equipment, and limitations of the Open Air Ranges (OAR); knowledge of flight data analysis software programs for quick and accurate reduction and analysis of large volumes of flight test data from multiple sources; demonstrated understanding of the operations, characteristics, limitations and capabilities in the conduct of various EW systems; and proficient in software development using C/C++. 2. The contractor shall support development of the QTS software to include the use of this tool, or of any other tool developed under this contract, to assist the 771st TS in performing post-mission quick look analysis as required to continue the tools development or troubleshoot problems with the existing capabilities of the toolset. The software shall be developed to provide a rapid and semi-automated Personal Computer (PC) based quick look tool to support reduction and analysis of EW data. The contractor shall provide additional software development in support of the squadron efforts underway at various Combined Test Forces (CTFs) at the AFFTC. The PWS details the requirements of the 412 Test Wing. The Government is requesting that interested concerns feeling they can fully support this requirement, furnish the following information: (1) Company name, address, point of contact, telephone number and e-mail address. (2) Type of business, i.e., small, small disadvantaged, woman-owned, HubZone, serviced-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 541511 which contains a size standard of $25,000,000.00. (3) Under which NAICS does your company usually perform all the services identified in the attached PWS. Please include the rational for your answer. (4) Provide no more than three (3) references for no more than three (3) of the most recent and relevant contracts directly relating the attached PWS, performed within the last three (3) years. Include name, address, telephone number, and e-mail address of references. Also, provide a brief description of the work performed, contract number, total contract value, and period of performance. Any interested parties believing they can meet all the requirements listed above, may submit a response. All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement. Offers are due at the Air Force Flight Test Center/PKE, Directorate of Contracting, 5 South Wolfe Avenue, Edwards AFB, CA 93524-1185 or via e-mail to: joel.fada@edwards.af.,mil. Any information provided is strictly voluntary. The government will not pay for information submitted in response to this Synopsis. To be considered, please provide the information above no later than close of business (4:30pm PCT) on 9 Nov 2008.
