- The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on a sole source basis, Praxis Incorporated of Alexandria, VA for a broad range of Program Management related requirements in support of the United States Naval Observatory's (USNO), JMAPS project. Praxis will provide a range of Program Management services; including, but not limited to the following-Program Financial Support, Program Coordination, Program Documentation, Program Graphical Support, and Web Site Design and Maintenance. USNO has a need to acquire ongoing and continuous Program Management services to meet the increasing demands created in monitoring JMAPS. JMAPS is coordinated effort between the Naval Research Library, SPAWAR and USNO. This is a procurement to put in place Program Management services to cover a broad range of service needs necessary for the proper functioning of the JMAPS program. Additionally, the Program Manager will be respo! nsible for functions and tasks associated with a broad range of financial tracking and reporting, project coordination, documentation, graphics and other program management tasks necessary to manage and execute JMAPS. The Navy intends to solicit for a Firm Fixed Priced contract. This procurement is a sole source acquisition with Praxis Inc. under the authority of FAR 6.302-1. Praxis Inc. is the most appropriate provider of these services. Praxis Inc. possesses the technical expertise and experience needed to provide for the unique requirements of the USNO JMAPS project. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 541611. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement.. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
