Description
DIGITAL VIDEO AND IMAGERY DISTRIBUTION SYSTEM (DVIDS) Satellite Communication (SATCOM) New Systems Acquisition and Incidental Services Requirement for the US Army Forces Central Command (USARCENT). Description: The Mission & Installation Contacting Command Center - Fort McPherson (MICCC-FM), Fort McPherson, Georgia is hosting an Industry day to inform industry leaders about the Digital Video and Imagery Distribution System (DVIDS) Satellite Communication (SATCOM) terminal systems requirement for the US Army Central (USARCENT). An Industry Day will be held on Thursday, November 13th beginning at 0900 hours in the MICCC-FM conference room, located on the Ground Floor Howell Hall section of Building 131, Fort McPherson, Georgia. Each company is restricted to two (2) attendees. Offerors shall be required to indicate their intent to attend by email to Ms. Cynthia Hall cynthia.l.hall@us.army.mil or Mr. H. David Carter harrison.d.carter@us.army.mil. There is no security clearance requirement to attend this Industry Day, however, access to Fort McPherson requires that you provide the POCs above with primary and alternate point of contacts for your company by name and phone number. Interested companies must respond to this announcement no later than 2:00 pm, Thursday, 6 November 2008 with all required information; no exceptions. In addition, access to Fort McPherson requires the driver to have a valid current license, current vehicle registration, proof of current automobile insurance, and information regarding the location and purpose of your visit. No proposals or capability statements are requested and none will be accepted at this time. Industry Day Intent: Customer representatives and subject matter expert(s) will be present to deliver an overview of the requirement and its key elements. The overview and comments may include history and future projections for the program. Also present will be the Contracting Officer and Contract Specialist for the requirement who will receive questions regarding the requirement. Questions may or may not be answered at the Industry Day. However, all answers will be compiled and distributed to Industry Day attendees. Industry Day attendees will be provided forms to record questions at registration. The format for questions is inluded in this announcement. All questions submitted in advance of the Industry Day shall be submitted in writing (via email) to be received by Ms Cynthia L. Hall, at cynthia.l.hall@us.army.mil no later than 12:00 Noon EST, Thursday, 6 November 2008; no exceptions. Brief Description of Requirement: US Army Central (USARCENT) has a requirement to acquire new Digital Video and Imagery Distribution System (DVIDS) Satellite Communication (SATCOM) terminal systems and procure services to support legacy and new systerms. Requirement is to procure approximately 300+ new SATCOM terminal systems and porvide incidental services in these functional areas: 1) fielding (i.e. manufacture/purchase and ship) new DVIDS compatible SATCOM terminal systems, 2) providing scheduled and unscheduled maintenance support service to users of legacy (currently in service) and new DVIDS compatible SATCOM terminal systems to include annual scheduled/preventive maintenance inspections, 3) staffing and maintaining a 24/7 technical helpdesk support center, 4) developing and/or conducting user field-level operations and maintenance training (stateside and overseas) for legacy and new DVIDS compatible SATCOM terminal systems, and 5) obtaining and delivering spares and parts to facilitate user/regional operator level maintenance and contractor facilitated repairs. The current SATCOM terminal systems and the newly acquired systems under this requirement are and will be part of the Digital Video and Imagery Distribution System (DVIDS), a program currently under the direction of USARCENT. These SATCOM terminal systems are and will be used to send interviews, imagery, and video footage and print stories, etc. to a centrally located hub. Currently fielded DVIDS SATCOM terminals are in three (3) configurations DVIDS Type A (~1m antenna) - Deployable, DVIDS Type B (~2.4m antenna) - Transportable, and DVIDS Type C - Man-packable. A potential requirement for two (2) additional configurations exists which will be called DVIDS Type D (~1.6m antenna) - Vehicle (HMVV) Mounted and a DVIDS Type E Maritime version. There are approximately 130 legacy terminals currently fielded in various configurations of the Norsat Newslink (DVIDS Type A/B) and Norsat Globetrekker (DVIDS Type C) systems manufactured by Norsat International (America), Inc. These NORSAT systems are a part of the legacy systems that must also be maintained with the new satellite systems purchased under this requirement. New (future) systems procured may be brand name or equal. The applicable North American Industrial Classification System (NAICS) code is 517410 - Satellite Communications; small business size standard $13.5 million.
