Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to award a sole source contract to BAE Systems, 4800 East River Road, Minneapolis, Minnesota, 55421-1498, for technical and engineering services to existing designs and applications of the MK-41 Vertical Launching System (VLS). The contract will include technical, logistic and engineering services for production support, system product improvement, new missile integration into MK 41 VLS, studies to improve launcher/canister reliability, MK 41 VLS integration into n! ew ships, launcher/canister and producibility enhancements as well as any associated material. The contractor shall provide support to the Technical Direction Agent, System Integration Agent and In-Service Engineering Agent. Services for production support, system product improvement, new missile integration into MK 41 VLS, studies to improve launcher / canister reliability, MK 41 VLS integration into new ships, launcher / canister and producibility enhancements. The anticipated contract period of performance for this requirement will be from date of contract award through 30 September 09, with three (3), one (1) year options thereafter. BAE Systems is the prime contractor for the MK 41 mechanical structure, associated equipment and all MK41 VLS Canisters. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302 (Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1! )), which states that when supplies or services required by the agency are available from only one responsible source, or, for DOD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Companies interested in subcontracting opportunities should contact BAE Systems directly. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
