Description

This is a combined synopsis/solicitation for commercial product prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-09-T-0027. A firm fixed price contract is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27, effective 17 September. North American Industrial Classification Code (NAICS) 452990 with a standard business size of $11M applies to this procurement. This procurement is set-aside 100% for small business. All responsible sources may submit a quote which shall be considered by the agency. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: This requirement is a brand name or equal procurement, if quoting equal to please include specifications for evaluation. CLIN 0001 Remote control machines, Qty: 4, Unit of Issue: EA; CLIN 0002 Accessory Kit to include 3 additional batteries and 2 chargers, Unit of Issue: Kit; The government requires a remote control system that meets the following minimum specifications: • Unit must be armor plated with to meet at a minimum mil spec: MIL-DTL-46177. • Unit must have tires that utilize run-flat technology, and that are capable of operating in sand. • Unit must be a four wheel drive design to allow for maximum torque. • Unit must be capable of traveling at a minimum of 7 MPH, with the ability to accelerate quickly. • Unit must be capable of climbing an incline of at least 25-30 degrees at full payload capacity. • Unit shall have a battery that is capable of being quickly replaced and a motor that is self lubricating to reduce on maintenance. • Each unit shall come with its own battery charger. • The unit shall be capable of being operated independently while other units are operated simultaneously. • The unit must be equipped with a transmitter that is capable of transmitting over 800 meters and 1 mile line of sight. • The unit must be equipped with a low profile antenna. • The unit must have a minimum carrying and towing capacity of 400 pounds. • The units must have a low profile and be capable of moving through standard doorways, therefore the unit shall not be larger than 32" x 30" x 13". • The unit shall be capable of being operated on various surfaces to include snow, gravel and sand. • The unit will be constructed entirely of armor and steel due to exposure to harsh weather conditions and use. • The unit shall be capable of being equipped with camera systems, payload delivery (with remote release). • The unit shall operate on a 2.4 GHZ Digital Spread Spectrum to allow for maximum range.
