Description
The National Library of Medicine (NLM) of the National Institutes of Health (NIH) proposes to procure from the University of Maryland Mid-Atlantic Crossroads (MAX), 8400 Baltimore Avenue, Suite 102, College Park, Maryland 20740. The requirement consists of the acquisition of the location port connection at 1 Giga bit per second for redundant connections in accordance with the terms and conditions of the Mid-Atlantic Crossroads (MAX) Participation Agreement between Mid-Atlantic Crossroads and National Institutes of Health (NIH). The Period of Performance lasts for 12 months. This acquisition is a commercial item greater than the Simplified threshold. This support will be performed in support of a continuing requirement. The University of Maryland Mid-Atlantic Crossroads is the only party known to NIH that can meet the above requirements for the existing network/system. The capacity of the system will be upgraded from 1 Gbps to 10 Gbps; therefore, the scope of services will increase. A Sole Source is warranted to maintain the continuity of the environment, avoid service disruptions, and provide the best value to the government. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NIH to determine if the party can meet all of the foregoing requirements. Offers must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the offer meets all of the foregoing requirements. Capability statements and related materials must be received in this office by 4:00 p.m. EST on the closing date of this announcement. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
