- NSN: 1680-00-958-5459, PR IQC08283009047, SPM4A7-09-R-0184. The item is a Seat Aircraft (Troop Seat). The item description cites Boeing Helicopter Company, Cage: 77272, Drawing 114ES018, Rev “H” and AMCOM, Cage: 81996, procurement package 114ES018 Rev “E” dated 5 Jul 00. The approved sources are: Newgard Industries, Cage: 59686, P/N 1VC1041, Oro Manufacturing Company, Cage: 76912, P/N ACA3501-2V, and C. R. Daniels, Inc, Cage: 15814, P/N AB023. First Article Pre-Production approval required, Contractor Testing. Sample quantity shall consist of (1) each. Government Fit Verification Test Required. Sample size is (1) one each. This is a Critical Application Item (CAI). This is not a Critical Safety Item (CSI). The solicitation will result in an Indefinite Quantity Contract (IQC) with (1) Base Year Plus 4) Option Years. FOB is at Destination, with Inspection and Acceptance at Origin. The total delivery time is 315 days ARO. The DLA Direct shipment locations are within CONUS, Susquehanna, PA and San Joaquin, CA. Pricing will be based on the Estimated Annual Quantity, which 264 each. The Guaranteed Minimum Quantity of 66 each is for the Base Year Only. The Maximum Annual Contract Quantity is 528 each. This is solicited as 100% Total Small Business-Set-Aside, using Full and Open Competition, After Exclusion of Sources. This is not a commercial item. Progress payments are not included. The solicitation will issue on November 10, 2008. The solicitation will close on December 10, 2008. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. A copy of the solicitation will be available via the Business Systems Modernization DLA Internet Bid Board System (DIBBS) http://www.dibbs.bsm.dla.mil/ on or about the issue date cited in the Request for Proposal (RFP).
