- The U.S. Department of, Commerce, National Oceanic and Atmospheric Administration (NOAA), NESDIS Acquisition Division (AD), Simplified Acquisition Team intends to negotiate on a sole source basis, using simplified acquisition procedures at Federal Acquisition Regulation (FAR) 13 and under the authority of Subpart 6.302 Other Than Full and Open Competition with Eblin Group Inc. for The International Trade Administration's (ITA) Leadership Summit. ITA is the U.S. Department of Commerce bureau that helps create economic opportunity for American workers and businesses by promoting trade and investment, strengthening industry competitiveness, and ensuring fair trade. The International Trade Administration has identified a need for a one-day Leadership Summit for all of ITA's leaders. The goal of the Summit is to provide leaders (i.e. supervisors) with the right kind of information and tools in a forum where they can collaborate on methods to raise their leadership skills to higher levels and consistent success. The contractor shall provide speaking and consulting services targeted toward Federal executives, supervisors, team leaders and Senior Executive Service. The contractor shall provide 250 copies of a book entitled "The Next Level - What Insiders Know about Executive Success." The North American Industry Classification System Code (NAICS) is 541611 with a size standard of $6.5M. The Government intends to negotiate on a single source basis with the Eblin Group, Inc. in accordance with FAR Part 6 and FAR Part 13, current through Federal Acquisition Circular (FAC) 2005-26. Notwithstanding the Government's intent to negotiate this requirement on a single source basis under the authority of 41 USC 253(1) as implemented by FAR 6.302-1, all responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in sufficient detail to permit the agency analysis to establish a bona fide capability to meet the requirement. Responses to this notice may be submitted via email or fax to 301-713-0809 Barbara.H.Stubbs@noaa.gov, no later than 12:00 noon November 4, 2008, Eastern Standard Time. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. No telephone requests will be honored.
