- The Army Reserve Contracting Center Enterprise Branch is conducting market research and sources sought for the requirement described herein. The Contractor shall provide all labor, equipment, materials and supervision necessary in order to create and develop innovative recruitment programs for the Army Reserve Recruiting Assistance Program (AR-RAP). The purpose of the AR-RAP is to hire, in a contract status, personnel who would increase the quantity and quality of accessions into the Army Reserve (AR) by prospecting for and selling Potential Soldiers on the benefits of service in the AR. The program must be designed to be efficient and economically feasible. This contractor provided program shall be functional worldwide, in all locations where the AR maintains force structure. The program must have a measurement system to establish the number and quality of accessions gained toward the annual AR accession goal. The contractor will be responsible for budget management, personnel procurement, staff training, development of collateral materials, development and execution of message placement strategies, exhibit and display development, gathering, tracking, verification, analysis, and reporting of program data to AR G-1 Program Manger (PM). Additional requirements include: the conduct of briefings to senior AR leaders and federal contracting officer representatives (CORs) as required, the development of web based reporting, training, and materials ordering systems, technology upgrades to support efficiency and effectiveness to include hardware and software assets supporting the program, and develop and implement fraud prevention strategies. The intended end state for this program is to assist the AR in reaching its personnel end-strength objective. This is not a formal solicitation or a request for proposals. This request is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this announcement. The Government will not pay for information received as a result of this announcement. The result of this request for information may result in a future synopsis announced in the FEDBIZ OPS as a request for proposal or request for quote. Interested parties shall provide their companys name, address, point of contact, telephone number and business size, along with their standard commercial terms and conditions. Responses to this request for information shall determine if sufficient competition exists in the small business community in order to set this procurement aside for small business concerns and to determine commerciality of this requirement. To be of greatest value responses should be received by 4:00 PM on 29 October 2008. Electronic responses, no more than 10 pages in length, are preferred. Responses shall be forwarded to Army Reserve Contracting Center, Enterprise Branch, 5418 South Scott Plaza, Fort Dix, NJ, 08640-5097; faxed to Torrence Trappier 609-562-2920 or emailed to torrence.trappier@us.army.mil. No telephone requests will be accepted. Requests sent via mail must contain a verifiable return address or they will not be opened.
