- NASA/MSFC plans to issue a Invitation for Bids (IFB) for PROJECT TITLE: ReplaceAsbestos Siding & Energy Upgrades to Building Systems (Building 4707).PROJECT DESCRIPTION: The project includes the exterior renovation of Building 4707 aswell as its electrical and mechanical systems to provide a healthier, safer, and moreenergy-efficient facility to support its current and future uses. This project will beplanned, designed, and constructed incorporating sustainable design principles to reducelife-cycle costs, implement pollution prevention, minimize impact on natural resources,and maximize occupant health, safety, and productivity to the maximum extent possible.The project will include the replacement of the exterior asbestos-contaminated sidingwith new insulated metal siding, the construction of a new sloped metal roof over theexisting flat roof, the replacement of all exterior windows and doors withenergy-efficient units, and the installation of additional insulation. The order of magnitude for the procurement is $5M-$10M and the effort shall be completedwithin 360 calendar days after notice to proceed.The NAICS Code and small business size standard for this procurement is $33.5M.The anticipated release date of the IFB is on or about November 07, 2008 with ananticipated offer closing date of on or about December 9, 2008.The firm date for receipt of bids or proposals will be stated in the IFB. All drawingpackages requested must be in writing and contain the Company Name, Address, andPhone/Fax numbers. Request for IFB packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractor will be a consideration ataward time and the prime contractor must have an EXPERIENCED MODIDIFICATION RATING (EMR)of 1.0 or less and proof included within the bid package. The prime subcontractors EMRrating shall be no more than 1.1. Requests for IFB drawing packages will not be acceptedless than 10 days prior to bid opening. Award of this project is contingent upon the availability of funds. All responsible sources may submit a bid which shall be considered by the agency.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement [with the exception of thespecifications and drawings] will be available over the Internet. These documents willreside on a World-Wide Web (WWW) server, which may be accessed using a WWW browserapplication. The Internet site, or URL, for the NASA/MSFC Business Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=62 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). Any referencednotes may be viewed at the URLs linked below.(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, SiteInvestigations and Conditions Affecting the Work, will be included in any contractawarded as a result of the solicitation.
