- The U.S. Environmental Protection Agency (US EPA) Radiation and Indoor Environments (R&IE) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to Rad Elec Inc. of Frederick, Maryland, under the authority of FAR Part 6.302-1. The purpose of this acquisition is to acquire an AlphaPM continuous radon progeny monitor that is able to integrate seamlessly into the laboratory's existing AlphaGuard continuous radon gas monitoring systems. This integration involves the ability to use the proprietary database software that is used to interrogate data from the monitor and process this data in a PC. Furthermore, as part of R&IE integration requirements, the samplers need to utilize flow through, ionizations chambers and ruggadized bodies in order to assure that quality assurance system needs are maintained. The ionization chambers allow for alpha spectrometric analyses with a 5 cpm sensitivity at 4 pCi/L. It has been determined that Rad Elec, Inc. is the sole United States vendor of the AlphaPM continuous radon progeny monitor. NO SOLICITATION OR REQUEST FOR QUOTE [RFQ] IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
