- The United States International Boundary and Water Commission (USIBWC) plans to issue a lowest bid, technically acceptable Request for Proposal (RFP) for the establishment and implementation of a construction assistance services program. The Contractor shall perform the functions of Resident Engineer for the South Bay Wastewater Treatment Plant: Secondary Treatment project. The Contractor shall furnish all requisite supervision, organization, staffing and support per a statement of work. For the purpose of this contract, the Contractor shall work with the USIBWC's assigned technical representative to support and supervise construction of the facility. The USIBWC technical representative will address all matters concerning the Contractor's scope of work. The order of magnitude for the procurement is estimated at less than $2 Million and the effort shall be a one year contract with one option year. The NAICS Code and small business size standard for this procurement are 541330 and $4.5 million, respectively. The anticipated release date of the RFP is on or about November 7, 2008, with an anticipated bid closing date of on or about December 5, 2008. The firm date for receipt of bids or offers will be stated in the RFP. All contractual and technical questions must be submitted in writing to joshuasoto@ibwc.gov or by fax (915) 832-4192. Telephone questions will not be accepted. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 2003 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
