- This project consists of phasing construction while the airfield remains open to aircraft operations; complying with Base airfield special project procedures during construction; providing a storm water pollution prevention plan; survey and layout of construction; locating and protecting utilities; adhering to work restrictions; removing and replacing concrete slabs; patching concrete slabs and sealing joints and cracks on the concrete runway; cold milling asphalt runway pavements and constructing a hot mix asphaltic concrete surface; stockpiling cold millings for reuse; grooving of the concrete and asphalt runway; clearing, grubbing, and grading areas; borrowing; excavating, filling, compacting, and grading areas; constructing storm drain reinforced concrete box culverts and pipe culverts; constructing access roads; constructing a new ILS Shelter foundation; relocating the ILS Shelter; removing the existing ILS foundation; establishing grass by seeding and sodding areas; mowing; placing and removing temporary traffic control devices for aircraft; placing permanent pavement markings for aircraft; providing electric deer exclusion fencing; removing and replacing distance markings along the runway; repairing electrical conductors for the runway; providing underground conduits for electrical and telecommunication uses; providing as-built drawings; and providing operations and maintenance data. The North American Industrial Classification System (NAICS) code applicable to this project is 237310, which corresponds to SIC 1611. The Small Business Size Standard is $31.0 Million. The magnitude of the project is between $5,000,000.00 and $10,000,000.00. This project will be solicited as a Request for Proposal with intent to award a Firm-Fixed Price construction contract. The solicitation, plans, and specifications will be made available on or about 31 October 2008. This solicitation and its associated information will be issued via Internet only and will not be made available in hard copy format. Notification of amendments shall be made via internet only as well. It is the contractors responsibility to check the following address daily for any posted changes to this solicitation.
