- his is not a solicitation but a notice of contract action. The US Naval War College has a requirement for network services to migrate to an educational network connection. The period of performance will be 12 months from date of award. Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a sole source, firm fixed price contract to Ocean State Higher Education Economic Development Administrative Network (OSHEAN). Under the authority of USC 2304 (c)(1) pursuant to FAR 6.302-1(a)(2) the services needed by the agency are available from only one source or from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. OSHEAN is the only vendor in the Rhode Island area that can provide the NWC access to Internet1 and Internet2 at 1Gbps speeds. This organization is a non-profit coalition of all the universities of higher education in the state of RI that provides communications, Internet1 and internet2 services to the state of RI. OSHEAN is the only provider of Internet2 in the RI, SE MA and NE CT area. A determination not to compete this proposed contract is based on market research and is solely with in the discretion of the government. This announcement is not a request for competitive quotations. Inquiries should be directed no later than October 23, 2008 COB, referencing N00124-09-Q-0026 to Ms. Sheila K. Valloney, Contracting Officer, at sheila.valloney@nwc.navy.mil. The government will review all responses and without prejudice. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this procurement is 518210.
