SPAWAR Systems Center Pacific (SPAWARSYSCEN Pacific) intends to negotiate asole-source, indefinite-delivery/indefinite-quantity contract with BrandywineCommunications, Tustin, CA for a follow-on contract to N66001-04-D-5002,which expires January 2009. This action will provide both shore and fleet userswith parts and modules for various configurations of the Navy's ruggedizedTime Frequency Distribution System (TFDS). It will also provide for theprocurement of new TFDS systems for Virginia Class submarines. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) andFAR 6.302-1, Only one responsible source and no other supplies or services willsatisfy agency requirements. The TFDS is a program of record under thePresident's budget. National Stock Numbers (NSN) have been assigned to allTFDS modules and full life cycle support is provided to all TFDS modules underthis program of record. The use of any other source for this acquisition wouldresult in unacceptable delays because of the logistical burden of implementinga competing system(s) for fielded equipment (e.g. supportability, training,spares, drawings, installation support, etc.). The additional cost ofintroducing acompeting system would not be offset by potential cost savings from acompetitive procurement. Therefore, it has been determined that BrandywineCommunications is the only source that can perform this effort without eitherunacceptable delays or substantial duplication of costs. This notice of intent is not a request for competitive proposals. Interestedparties may identify their interest and capability to respond to therequirementor submit proposals. Information received will normally be considered solelyforthe purpose of determining whether to conduct a competitive procurement. Adetermination by the Government to compete the proposed contract basedupon responses to this notice is solely within the discretion of theGovernment. The applicable North American Industry Classification System (NAICS) Code is334119, and the size standard is 1,000 employees. The anticipated period ofperformance will be approximately one (1) year with four (4) option periods ofone (1) year each- for a total possible performance period of five (5) years.The estimated value of the effort is $4.3M.
