- The NASA/SSC Office of Procurement intends to issue a sole source, firm fixed pricecontract to Tyco Valves for Cryogenic and Isopropyl Alcohol Butterfly Valves for the A3Altitude Test Center at Stennis Space Center, MS. The work to be performed under thisrequirement shall consist of the design, manufacture, and delivery of hard-seatedbutterfly valves that will enable NASA to safely operate propellant systems on its rocketengine test stands. These butterfly valves shall have the following characteristics: Resilient metal to metal seated with solid Nitronic 50 seal ring hard faced with HVOF;Valve disc offset in 3 different dimensions (Triple Offset); Single piece shaft made ofNitronic 50; Valve seat integral to body of valve and stellite overlaid; Seat retainerscrew heads extending beyond the plane of the disc so that safety wiring is possible;Vacuum jacket provided by Eden Cryogenics; Non-rubbing through entire 90 degrees ofrotation; Capable of consistent operation after repeated thermal cycling from 100oF to-423oF; Leak rate no more than 1 sccm per minute per inch of nominal valve size; Materialselection compatible with Liquid Oxygen. The period of performance is nine months fromcontract award. Tyco is the only known vendor that can provide these services. Therewill be only one award made for this requirement. This is a sole source commercialacquisition under the authority of FAR part 6.302-1 and FAR part 12. The Governmentbelieves only one responsible source can provide the services that will satisfy theAgency's requirements.This notice of intent is not a Request for Proposal (RFP) forcompetitive proposals.All responsible sources may submit a capability statement,proposal, or quotation, which shall be considered by the agency. Interestedorganizations may submit their capabilities and qualifications to perform the effort, inwriting, to the identified point of contact not later than 4:30 p.m. (local time) onOctober 31, 2008. Submissions will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Oral communicationsare not acceptable in response to this notice.A determination by the Government not tocompete this proposed effort on a full and open competition basis, based upon responsesto this notice, is solely within the discretion of the Government. This acquisition isunrestricted. The NAICS Code and Size Standard are 332911 and 500 employeesrespectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. It isanticipated that a Request for Proposal will be issued to Tyco Valves during the firstquarter of FY 2009. An Ombudsman has been appointed. See NASA Specific Note "B".
