Description
NAICS Code: 334516 **THE INTENT TO SOLE SOURCE AWARD HAS BEEN CANCELLED AND THE ACQUISITION IS BEING IS BEING PURSUED AS A COMBINED SYNOPSIS/SOLICITATION. SEE BELOW** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued under Solicitation Number RFQ-DC-08-00267 and includes the incorporated provisions and clauses in effect through Federal Acquisition Circular 05-27. The North American Industry Classification System (NAICS) Code for this procurement is 334516. As the acquisition is expected to be within the Simplified Acquisition Threshold, it is being conducted as a small business set-aside. OBJECTIVE: The National Enforcement Investigations Center (NEIC) field branch requires a hand-held field portable XRF system to analyze soils and wastes for elemental constituents. The XRF will be compliant with requirements listed in EPA Method 6200, "Field Portable X-Ray Fluorescence Spectroscopy for the Determination of Elemental Concentrations in Soils and Sediments" contained in EPA's method manual SW-846. The XRF will be an x-ray tube based unit using an electronically cooled, high resolution S-PIN detector with less than 225 eV resolution. DESCRIPTION OF FEATURES:In addition, the XRF system will have the following features and accessories: a.XRF unit weight < 3.0 lbs.b.Be configured in bulk/soils mode to analyze: Ba, Cs, Te, Sb, Sn, Cd, Ag, Pd, Mo, Zr, Sr, U, Rb, Th, Pb, As, Hg, W, Zn, Cu, Ni, Co, Fe, Mn, Cr, V, Ti, Sc, Ca, K, S, and Se.c.Perform self-calibration and diagnostic checks before testingd.Contained an integrated flip-up color touch screen and keypad for easy viewing at different angles and lighting conditionse.Utilize a miniature gold or silver anode x-ray tube with a minimum of 2 watts of powerf.Two re-chargeable battery packs for the XRF and 110 v AC battery charger g.Shielded belt holsterh.Ability to display XRF spectrum i.Lockable waterproof carrying and shipping casej.Software for XRF remote operation and data transfer to a PC, software to include ability to control the XRF, set user permissions, generate custom reports, view spectra, and print analysis resultsk.Internal storage for >10,000 readings with spectral.RS-232 cable for connecting XRF to a PCm.Capable of Bluetooth wireless connectivityn.Included will be a sample collection and preparation accessories including: calibration check standards and blank, cleaning equipment, sample homogenizing equipment and particle sieves, sample cups, and x-ray filmo.A quick set-up portable XRF stand for bench top or field usep.Telescoping extension pole with instrument cradle clamps to the analyzer with remote trigger activation with supports to allow for in-situ ground testing while standing upright or in hard to reach locationsq.On-site training for up to 5 peopler.One day free training at any scheduled training classs.A 24 month limited warranty on parts and labor for the XRF unit TRADE-IN:Trade-in and disposal of a Thermo-Niton XL700 XRF (Serial No. U1350) containing Cd-109 and Am-241 radioactive sources SHIPPING:The XRF unit and accessories will be shipped by the vender to the US EPA National Enforcement Investigations Center, Building 25, Entrance E-2, Denver Federal Center, and Denver, Colorado, 80225, Attention: John Fowler. Please include shipping, installation, training or any other related costs in any quote provided. BASIS FOR AWARD: The Government will make award to the responsive, responsible firm, whose quotation is most advantageous to the Government at the lowest price technically acceptable. INSTRUCTIONS: FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 -"Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the clauses cited in 52.212-5 being applicable. Prospective sources are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (www.ccr.gov) database with an active DUN & Bradstreet number.
