- The Defense Energy Support Center is exploring the method of using bacteria to produce hydrocarbons from biomass waste streams on a mobile platform. Seven demonstration units which will be located on Army bases in five states will convert bio-mass directly into hydrocarbon fuel through bacterial action. This process is the discovery of Bell Bio-Energy, Inc. Under the authority of FAR 6.302, this requirement has been identified for non-competitive contract action. Bell Bio-Energy is identified as the only source with a ready mobile platform capable of converting bio-mass directly into hydrocarbon fuel through bacterial action. It is DESC’s intent to enter into a contractual arrangement with Bell Bio-Energy. DESC invites expressions of interest from other potential offerors. Any firms desiring consideration must fully identify, in writing, their capabilities of using bacteria to produce hydrocarbons from biomass waste streams on a mobile platform. Expressions of interest are due by October 31, 2008.
