Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services, is conducting a market survey to seek potential sources from qualified small business including 8(a), small disadvantaged, HUBZone, veteran-owned small business and service disabled veteran-owned small business firms under North American Industry Classification System (NAICS) Code 541611 which have the capability to implement an Evidence-based Technical Assistance Learning Network for Multi-stakeholder, Community-based Quality Collaboratives. An Evidence-based Technical Assistance Learning Network (LN) may be asked to: Identify and summarize technical assistance (TA) needs, which span eight focus areas: 1) Quality Collaborative Leadership and Sustainability; 2) Public at-large Engagement; 3) Data Aggregation and Quality and Efficiency Measurement; 4) Public Reporting on Quality and Efficiency; 5) Provider Incentives for Quality; 6) Consumer Incentives for Quality; 7) Cross-organizational Capacity for Improving Quality; and 8) Health Information Technology; Search, identify and summarize scientific evidence base related to 8 focus areas to inform LN strategy; Search, identify and summarize best practices related to 8 focus areas to inform LN strategy; Develop a LN strategy to address needs across 8 focus areas, which will include virtual and non-virtual components; Provide expertise to assist specific collaboratives in the 8 focus areas. In its most simple form, a LN is complex and dynamic, requiring leadership with nuanced and expert judgment, and a solid track record of working with multi-stakeholder collaboratives. The capability statement should demonstrate the small business’s experience with and knowledge of the evidence base and best practices for the eight LN focus areas: 1) Quality Collaborative Leadership and Sustainability; 2) Public at-large Engagement; 3) Data Aggregation and Quality and Efficiency Measurement; 4) Public Reporting on Quality and Efficiency; 5) Provider Incentives for Quality; 6) Consumer Incentives for Quality; 7) Cross-organizational Capacity for Improving Quality; and 8) Health Information Technology. Technical assistance spans contemplation, design, and implementation decisions across these 8 activities. It should also demonstrate their experience and ability: to successfully, simultaneously juggle multiple complex tasks; to quickly regroup to address emerging collaborative issue or respond to collaboratives’ imperatives; to identify and access seasoned professionals with extensive knowledge of 8 focus areas; to identify and develop strategies for improving health care quality; to use a range of communication venues and management techniques to lead a successful and dynamic Learning Network; and to evaluate LN success on an ongoing basis. The capability statement should demonstrate familiarity of Project Lead, specifically regarding: 1) Quality Collaborative Leadership and Sustainability; 2) Public at-large Engagement; 3) Data Aggregation and Quality and Efficiency Measurement; 4) Public Reporting on Quality and Efficiency; 5) Provider Incentives for Quality; 6) Consumer Incentives for Quality; 7) Cross-organizational Capacity for Improving Quality; and 8) Health Information Technology. It should demonstrate Project Lead’s specific expertise and experience in a subset of these 8 focus areas. It should demonstrate Project Lead’s ability to: to successfully, simultaneously juggle multiple, complex tasks; to quickly regroup to address emerging collaborative issue or respond to collaboratives’ imperatives; to identify and develop strategies for improving health care quality; to use a range of communication venues and management techniques to lead a successful and dynamic Learning Network; and to evaluate LN success on an ongoing basis. It should demonstrate the formal education of the Project Lead, which should include relevant graduate-level training, e.g., medicine and/or public health. Interested SMALL BUSINESSES only should submit their capability statements (no more than 15 pages in length) to Jessica Alderton, Contracting Officer, by email at jessica.alderton@ahrq.hhs.gov, no later than 12pm (noon) EST on Wednesday, October 29, 2008. Teaming among small businesses is encouraged. Capability statements should be tailored to this request and identify the source’s capabilities to complete this requirement, including information on key staff expertise, experience, understanding of 8 technical assistance areas and related evidence base, and education, and a description of corporate experience with similar projects.
