Description
The United States Army Communications Electronics Life Cycle Management Command (CE LCMC), Fort Monmouth, NJ 07703, intends to award a One-Year (1) Firm-Fixed-Price (FFP) contract with Two (2) Option Years for purchase of Single Channel Ground Airborne Radio System (SINCGARS) Baseline Systems, Control, System Enhancements and Logistics Support. The base year quantities are 58,000 RTs, 34,800 VAA/INCs and 34,800 RFPAs. This procurement will be awarded using full and open competition to a single source. SINCGARS is a Very High Frequency-Frequency Modulation (VHF-FM) Frequency Hopping (FH) and single channel radio system that provides the primary battalion and below voice and data communications for the ground combat forces. SINCGARS also provides the (INC), which is the digital router for the Army Tactical Internet (TI). It is one of the five major communications/data elements, which provides seamless digital communications capability throughout the Modular Force for the digital battlefield of the 21st Century. The solicitation is for SINCGARS baseline systems which consists of major components of the SINCGARS ground radio system, which are the Receiver Transmitter(RT), Vehicular Amplifier Adapter(VAA) which includes the Internet Controller (INC) and the Radio Frequency Power Amplifier (RFPA), Drawings, System Enhancements, Warranties(if offered), Technical Manuals, Training, Training Material, and supply/maintenance support strategies. All responsible sources may submit a proposal which shall be considered by the Government. The Government will conduct a Best Value evaluation of all received proposals. The total contract ceiling will be $854 M. The solicitation W15P7T-08-R-J010 will be posted on the Army Single Face to Industry Interactive Business Opportunities Page (ASFI IBOP) at http://abop.monmouth.army.mil on or about October 22, 2008.
