BFQ090001 - Combined Synopsis/Solicitation - WH&B 400 Tons of Alfalfa Hay This is a Combined Synopsis/Solicitation for commercial Items prepared in accordance with the format in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. THE ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ) No. BFQ090001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21. We will accept variation in quantity + or - three percent. SECTION C - DESCRIPTIONS AND SPECIFICATIONS C. 1 STATEMENT OF WORK 1.0GENERAL: The Bureau of Land Management (BLM), Ridgecrest Wild Horse and Burro Corral Facility have a need for 400 tons of animal alfalfa hay delivered on or about Nov 12, 2008. The alfalfa hay must be minimum of 80% alfalfa with not more than 20% grass (per bale), used for food for domestic animals, cured, cut, and stored for fodder. Hay shall be free from animal, contamination, dangerous pesticides and foreign matter of any kind (i.e. wire, nails, or other debris). 2.0HAY SPECIFICATIONS:a.Shall:1.Be from current year crop or barn stored prior year;2.Be domestically grown3.Be from third cutting4.Be leafy, green, well cured, properly stored and free of dust, mold, or heating.5.Be free of any Russian thistle or prickly herb, "Cheat" grass, and any other weed or grass not considered healthy forage for domestic animals.b.Shall not:1.Contain more than 20% grass (per bale); and2.Have any bearded grain or any forage plant containing long awns (spikelet's).3.Be from 1st cutting.4.Have darken/blackened sides or edges due to moisture damage 3.0BALE REQUIREMENTS 3.1Alfalfa Hay - SMALL BALES (QTY 100 TONS)a.Shall:1.Be cut with crimper and baled with 3-strands of wire, or 3 strands of RAT and rot-proof twine; and,2.Weigh no less than 90 pounds and not more than 120 pounds.b.Shall not:1.Exceed 1700 pounds per bale;2.Be less than 1200 pounds per bale;3.Be baled in "round bales" (round bales will be rejected); and4.Be ragged, have varying lengths, have wires or twine of unequal tension, or, be broken.5.Consist of bales that are on top or bottom of stacks stored outside.6.Be rain damaged. 3.2Alfalfa Hay - LARGE BALES (QTY 300 TONS)c.Shall:3.Be cut with crimper and baled with 3-strands of wire, or 3 strands of RAT and rot-proof twine; and,4.Weigh no less than 1200 pounds and not more than 1700 pounds.d.Shall not:7.Exceed 1700 pounds per bale;8.Be less than 1200 pounds per bale;9.Be baled in "round bales" (round bales will be rejected); and10.Be ragged, have varying lengths, have wires or twine of unequal tension, or, be broken.11.Consist of bales that are on top or bottom of stacks stored outside.12.Be rain damaged. 4.0CERTIFIED WEIGHT TICKETS: Tonnage shall be established at the Contractor's facility prior to shipment, and confirmed in writing. a.Total weight (per ton) shipped by the Contractor shall be confirmed at destination (Ridgecrest, California).b.A State Certified Weight Ticket shall be provided to the Contracting Officer's Representative (COR) 5.0PLACE OF DELIVERY: a.The hay shall be delivered, unloaded, and stacked by the contractor at the following location:USDI, Bureau of Land ManagementRidgecrest Wild Horse and Burro Corral Facility4 miles East of Ridgecrest, CA on Randsburg Wash Road 6.0NOTIFICATION OF DELIVERYa.Three (3) work days prior to shipping the hay, the Contractor shall furnish to the Contracting Officer's Representative (COR) at Ridgecrest, the following;1. Anticipated shipment date2. Anticipated total tonnage to be shipped; and3. The name of the carrier responsible for the shipment. 7.0UNLOADING AT DESTINATIONa. The Contractor shall be responsible for unloading and stacking the hay bales in designated areas at the Ridgecrest Corral. The bales shall be stacked not less than 8 tiers high or more than 13 tiers high. All bales placed on the ground need to be on edge, to reduce hay loss. Three (3) workdays prior to shipping the alfalfa, the Contractor shall furnish to the Contracting Officer's Representative (COR) the following:1. Anticipated shipment date:2. Anticipated total tonnage to be shipped; and3. The name of the carrier responsible for the shipment.b. Delivery shall be made between the hours 7am and 4pm, local time, Monday through Friday, excluding weekends and national holidays. c. If an emergency occurs, deliveries may be requested for a Saturday, Sunday, or national holiday, providing the Contractor notifies the COR on the preceding Friday and/or within the preceding workday of the scheduled holiday.d. The Contractor shall provide weigh tickets to the COR (to be determined at time of award) upon hay delivery. The COR will use weigh tickets to verify the tonnage shipped prior to inspection and eventual acceptance of each shipment. The Contractor will be reimbursed for the actual quantity shipped.e. All hay shall be transported using standard commercial practices for hay, in vehicles compliant with local, State and Federal regulations concerning the transport of hay. THE FOLLOWING CLAUSES/PROVISIONS ARE APPLICABLE FOR THIS REQUIREMENT: 52.212-01, Instructions to Offerors - Commercial Items; 52.212-02, Evaluation - Commercial Item (evaluation factors to be considered are proposed hay in accordance with government specifications, price, and the ability to meet the requested delivery time frame); 52.212-03 Offeror Representations and Certifications - Commercial Items; 52.212-04 - Contract Terms and Conditions - Commercial Items; 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders; 52.204-7 - Central Contractor Registration; 52.219-06 - Notice of Total Small Business Set-Aside ; 52.232-36 Payment by Third Party; THE ABOVE FAR CLAUSES CAN BE ACCESSED AT: http://www.arnet.gov/far It is the quoters responsibility to review all the FAR clauses and submit any information required.
