Description
The U.S. Environmental Protection Agency (EPA), Office of Research and Development ORD) has participated in the Department of Energy's (DOE) Oak Ridge Institute of Science and Education (ORISE) Research Participation Program (RPP) through a series of Economy Act Interagency Agreements since the 1970's. The ORISE RPP is administered by Oak Ridge Associated Universities, a contractor to DOE. For more information on the DOE ORISE RPP, go to http://www.orau.gov/orise/educ.htm. Pursuant to the Office of Federal Procurement Policy (OFPP) Guidance entitled, "Improving the Management and Use of Interagency Acquisitions," which was issued in June 2008, and to the provisions of FAR Part 17.5, the EPA must conduct a market survey prior to entering into a follow-on interagency agreement with DOE to determine if there are comparable programs in the commercial sector that could provide the same or similar services to EPA as conveniently and/or economically as the DOE ORISE program. The purpose of this synopsis is to conduct a market search for businesses or other organizations with demonstrated experience in administering a program that recruits and administers the work of graduate students, post-doctoral students, or university faculty from a broad range of scientific disciplines to provide research services on a subcontract or other basis. Such businesses or other entities should submit capability statements outlining their technical, managerial, and recruitment capabilities, and business classification, for the following proposed effort. (To be considered a small business, this procurement will utilize NAICS code 541612" with a size standard of $6.5M. The information submitted will be evaluated and used to determine whether or not this procurement, in whole or in part, may be fulfilled most effectively and efficiently to the Government under a contractual arrangement, and if so, whether a small business set-aside is appropriate.) The US Environmental Protection Agency (EPA), 109 T.W. Alexander Drive, Research Triangle Park NC intends to award an interagency agreement or contract for the services of an organization that can recruit qualified graduate and post-doctoral students and university faculty from a broad range of scientific disciplines to provide direct research services, performed at possibly any location of the EPA's Office of Research and Development. This organization must also handle the personnel administration of the selected individuals, as these individuals do not become EPA employees, rather are in a contractual or other relationship with the recruitment/administration organization. Based on receipt of EPA's particular research requirements, the organization will recruit candidates, coordinate review of those candidate's capabilities with EPA, and select the most qualified candidate(s). Post-selection, the organization will handle personnel administration, including payment, of the selectee, who performs the research work at an EPA facility or other approved site. Only statements that clearly detail your experience and capability to perform the requirements of this announcement will be considered.
