Description
The NATO Consultation, Command and Control Agency (NC3A) invites firms that provide commercial satellite communications services to participate in a market survey on expansion of the SILK Project in Afghanistan. The SILK Project is an outreach effort to countries of the Caucasus and Central Asia that links, by means of the internet, selected scientific and educational institutions in order to provide a network in which scientific, intellectual, and cultural information may be exchanged. The current medium for providing the internet connectivity is by satellite communication. As fiber optic cable is gradually introduced in the countries, the need for satellite connectivity will be reduced. It is anticipated that Afghanistan, however, will continue to require satellite service provided by the SILK Project for the foreseeable future. It is expected that NATO will not only continue the current project in Afghanistan but will significantly expand the level and area of service provided. The attached prospective Statement of Requirements provides the details of the anticipated requirements for SILK expansion in Afghanistan. The effort is not necessarily linked to the existing SILK-2 contract for the Caucasus and Central Asian republics and should be regarded as a stand-alone effort. The document sets forth the technical parameters and the projected technical requirements and planning. If the project is approved by the NATO Science for Peace and Security Committee, it is anticipated that the agreed final requirements would form the basis of an international competitive bidding procedure that would begin in early 2009. It is stressed that the current document serves as NC3A's initial statement of the requirements and one possible technical solution. Firms responding to the market survey are free to suggest alternative approaches that best fit the circumstances and the requirements. NC3A asks that interested firms provide comments and concerns regarding the attached Statement of Requirements, suggest any alternative approaches, and provide a rough order of magnitude (ROM) price estimate for implementation, no later than 27 October 2008. This deadline is necessary in order to obtain sufficient information for NC3A to advise the Science for Peace and Security Committee of the findings in November 2008. Firms may reply in any level of detail they so choose. Firms are advised that no information provided is considered binding as an offer in terms of any future solicitation. Likewise, NC3A is not considered bound to follow with a formal solicitation or, if a formal solicitation is issued, to conform to the requirements of the attached Statement of Requirements. NC3A bears no liability for the costs of preparation of the submission by firms that elect to do so. All information will be held by NC3A as Commercial-in-Confidence Business Sensitive.
