- 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation (RFQ09000003) is being issued as a Request for Quotation. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal. 2. The North American Industry Classification System (NAICS) code is 711310 – Promoters of Performing Arts, Sports, and Similar Events with Facilities. Offerors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov, in order to be considered for award. 3. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The Government contemplates award of a Firm Fixed Priced contract resulting from this solicitation. 4. Description of services: The Federal Communications Commission (FCC) intends to make a sole source award for DTV NASCAR Booth Advertising to International Speedway Corporation. This requirement is for the rental of a marketing booth to be used for the sole purpose of increasing the awareness of the DTV conversion of all analog televisions by February 2009. The dates and events for these marketing booths are: Martinsville Speedway – October 18-19, 2008. Martinsville 500 NASCAR Sprint Cup Series event Kroger 200 NASCAR Craftsman Truck Series event Phoenix International Raceway November 7-9, 2008. Checker auto Parts 500 NASCAR Sprint Cup Series event Arizona Travel 200 NASCAR Nationwide Series event Casino Arizona 150 NASCAR Craftsman Truck Series event Homestead-Miami Speedway – November 14-16, 2008 For 400 NACAR Sprint Cup Series event Ford 300 NASCAR Nationwide Series event Ford 200 NACR Craftsman Truck Series event Marketing Booth shall be located in high-traffic area on Speedway property to be used for interactive marketing purposes. Dimensions of such booth shall be 30’ x 30’ (or as needed) to adequately accommodate FCC’s exhibit. FCC shall retain the right to solicit information from event attendees and distribute product literature/coupons and etc. to event attendees within the designated display area. Based on market research, efforts conducted by the FCC, International Speedway Corporation is the only source reasonably available to meet these requirements and therefore a sole source award is authorized in accordance with FAR 8.405-6 (3) is anticipated. The award date shall be 1 day after all responses to this announcement have been evaluated. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is a request for competitive quotations. Therefore, all capability statements or quotations received within 1 day after the date of publication of this notice will be considered by the FCC. 5. The Government will award a single contract resulting from this RFQ to the most responsive, responsible offeror whose offer represents the best value in terms of technical capability and price. 6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications—Commercial Item. (Accessible at the FAR Site, http://farsite.hill.af.mil) 7. Submit the following documents in response to this RFQ: a. Quotation Cover Page (See attached document) b. Terms & Conditions for deliverables as described, above. c. Price Quotation 8. Offers are due on October 15, 2008 9:00 AM EST. Offerors who fail to complete and submit the requirements above may be considered non-responsive.
