Description
Program POC: Maj Lebert Powell, Program Manager, (781) 377-6366, Lebert.Powell@hanscom.af.mil This is not a solicitation or a request for proposal but rather a Sources Sought Synopsis under FAR 15.202, Advisory Multi-Step Process, to determine potential sources. It does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for the information provided in response to this synopsis. The United States Air Force, Electronic Systems Center (ESC), 653 ELSG is seeking a qualified contractor for procurement and integration of the Senior Leader Command, Control and Communications (C3) System - Airborne (SLC3S-A) Standardized Communications Package (SCP). For further clarification, this is not a Sources Sought Synopsis for the SLC3S-A Broadband SATCOM Services that Air Mobility Command (AMC) is contracting for. Written responses to this synopsis shall contain sufficient documentation on the contractor's qualifications and indicate the contractor's ability to fulfill the requirements found in the draft SLC3S-A Technical Requirements Document (TRD) that was previously released to industry on 20 June 2008 and the draft Statement of Objectives that is being released to industry in conjunction with this Sources Sought Synopsis on XX October 2008 on the Hanscom AFB Electronic Request for Proposal Bulletin Board (HERBB) Very Important Person Special Airlift Mission program link at http://www.herbb.hanscom.af.mil/esc_opps.asp?rfp=R1732. If you require a copy of the 20 June 2008 TRD, please fill out Attachment 1, scan and provide to Judy Ebert at Judy.Ebert.ctr@hanscom.af.mil. The Government will mail you a copy of the TRD. Contractors should submit a qualification package by mail or express delivery, on CD ROM in a scanned or Microsoft Office application, not to exceed ten (10) double-spaced, single-sided pages, to 653d ELSG/PK, 5 Eglin St., Bldg 1624, Hanscom AFB, MA 01731, Attn: Mr. Walter Ronten. Fold-out schematics should be counted as 1 ½ pages each. The qualification package may be provided via e-mail to Walter.Roten@hanscom.af.mil. Replies are requested not later than 24 October 2008. It is not intended that responses to this sources sought synopsis replace responses provided by industry to either the 8 January 2008 Request for Information (RFI) or the 7 - 9 July Industry Day, so industry is strongly encouraged not to repeat information previously provided, however, it is permissible to reference it in their updated response. Responses shall be unclassified. Your qualifications package must provide general information about your ability to deliver a production-ready, airworthiness certified, and DIACAP Certified & Accredited SLC3S-A SCP for installation onto a Government C-20 Gulfstream Test Vehicle (GTV) within one year of contract award. Additionally, your qualifications package must provide information about your ability to provide a working demonstration of the desired system capabilities as part of a proposal. Interested contractors should also identify if they qualify as a large business, small business, small disadvantaged business (SDB), 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business and whether they are U.S. or foreign-owned. Please also comment on your estimate for potential subcontracting opportunities to small and SDB firms. We remind companies deciding to pursue proposing on the SLC3S-A SCP effort in any prime, subcontractor or teaming arrangement capacity of their responsibility to ensure they address and take steps to avoid and/or mitigate any potential Organizational Conflict of Interest (OCI) issues. The United States Air Force, Electronic Systems Center (ESC), 653rd Electronic Systems Group (ELSG), Hanscom AFB, MA is seeking qualified sources for the procurement and aircraft integration of a SLC3S-A SCP for the United States Air Force (USAF) Operational Support Airlift/Very Important Person Special Air Mission (OSA/VIPSAM) fixed wing aircraft fleet. The SLC3S-A SCP will support primary USAF OSA/VIPSAM assets including up to seven C-20B/Hs, ten C-37A/Bs, four C-40Bs, and/or four C-32As. The SLC3S-A SCP will provide the aforementioned aircraft with a standardized passenger communication and information infrastructure supporting Senior Leader travel. These SLC3S-A SCP systems will support the Emergency Action Command and Control (EA/ C2) and the Business Enterprise (Day-to-Day) responsibilities of the Senior Leaders and their traveling parties. Additionally, the SLC3S-A SCP will augment on-going Diminishing Manufacturing Sources/ Material Shortages (DMS/MS) contract efforts out of Oklahoma City - Air Logistics Center (OC-ALC) at Tinker AFB, OK, and Aeronautical Systems Center (ASC) at Wright-Patterson AFB, OH by providing SLC3S-A SCP Pre-Production model and production assets for integration and installation into Boeing's C-32A and C-40B aircraft and/or Gulfstream's C-20B/Hs and C-37As. The SLC3S-A SCP will replace/upgrade/enhance current on-board SL communications and information infrastructure to provide similar communications services as those found at the Sneior Leader's permanent US Government offices. Additionally, the SLC3S-A SCP will upgrade the aircraft's Communication System Operators (CSO) station to provide the CSO the ability to easily configure and/or reconfigure the on-board Local Area Network and off-board SATCOM network for each particular mission. The Government anticipates the award of a one year contract with a Fixed-Priced base period for the configuration, integration, requirements validation, airworthiness testing, DIACAP Certification and Accreditation (C&A), installation, and flight testing of a "First Article Test" unit SLC3S-A SCP on a C-20 Gulfstream Test Vehicle (GTV). The Government anticipates individual Fixed Price options for subsequent OSA/VIPSAM aircraft integration efforts for each aircraft mentioned above. Production options for the SLC3S-A SCP equipment and installation onto the OSA/VIPSAM aircraft will be Fixed Price. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
