- This is a notice of intent to issue a sole source award to Howard F. Illian, Energy Mark Inc, 334 Satinwood Court North, Buffalo Grove, Illinois 60089. This proposed contract action is for procurement of consulting services for Interconnection Frequency and Response Research Study. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b), (1). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within two (2) days of the issuance of this notice will be considered by the Government. Interested parties please send quotations/responses to Mr. Kevin Woody via e-mail at Kevin.Woody@ferc.gov. No phone calls will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
