Description
Synopsis: Sources Sought Notice FEMA is issuing this Sources Sought Notice as Market Research to determine if there are companies located in the state of Iowa to provide maintenance and deactivation for temporary housing units. This is not a solicitation for bids/proposals, but a request for information (RFI). DR-1763-IA MDC for FEMA Direct Housing is being divided into four separate contracts within the state of Iowa to local firms as required by the Stafford Act. Per FAR 26.201, "Local firm" means a private organization, firm, or individual residing or doing business primarily in a major disaster or emergency area. Preference shall be given, to the extent feasible and practicable, to local firms. The period of performance for the four contracts will be for one base year with an option for a six month extension. Maintenance and Deactivation consists of the following but is not limited to the following: - MH/PM Monthly Maintenance: Per Assigned Unit. Includes Routine/Preventive Maintenance making repairs, providing pest control services as required and call center operations. - Emergency Maintenance Service Call to eliminate a threat or hazard to the health, safety or security of the occupant. - Clean and Make Ready. (only to be used when unit is to be reoccupied) - MH/PM Reposition - MH/PM Relocation - Power Pole/Pedestal and Meter Loop - MH/PM Basic Deactivations (Includes Deactivation, Clean Unit and Fumigate if necessary. - MH/PM Difficult Site (Hard Tow) - MH/PM MH/PM Unit Installation (Includes Hauling, Installing, Site Preparation, Blocking and Leveling, Anchoring and Straps, Installing Standard Steps, Clean and Make Ready for Occupancy. - Transportation Additional Mileage over 150 miles (covers Deactivation, Installations and Re-Installations. - Install UFAS Compliant Platform Stars - Install UFAS Compliant Ramp up to 30" - Install UFAS Compliant Ramp Per Foot over 30 Feet. ******************************** Interested parties, please submit the following to Zahra.Hashmi@dhs.gov before the deadline below: - your business size or small business classification (HubZone, SDVOSB, SDB, 8(a), etc.). - One page capability statement or company literature - a brief narrative of past performance (limit to one page) - Include the county where you reside or primarily do business in accordance with FAR 52.226, Disaster or Emergency Area Representation: Disaster or Emergency Area Representation (Nov 2007) (a) Set-aside area. The area covered in the four contracts are throughout the state of Iowa. The four Sectors are listed below. (b) Representations. The offeror represents that it o does o does not reside or primarily do business in the designated set-aside area. (c) An offeror is considered to be residing or primarily doing business in the set-aside area if, during the last twelve months- (1) The offeror had its main operating office in the area; and (2) That office generated at least half of the offeror's gross revenues and employed at least half of the offeror's permanent employees. (d) If the offeror does not meet the criteria in paragraph (c) of this provision, factors to be considered in determining whether an offeror resides or primarily does business in the set-aside area include- (1) Physical location(s) of the offeror's permanent office(s) and date any office in the set-aside area(s) was established; (2) Current state licenses; (3) Record of past work in the set-aside area(s) (e.g., how much and for how long); (4) Contractual history the offeror has had with subcontractors and/or suppliers in the set-aside area; (5) Percentage of the offeror's gross revenues attributable to work performed in the set-aside area; (6) Number of permanent employees the offeror employs in the set-aside area; (7) Membership in local and state organizations in the set-aside area; and (8) Other evidence that establishes the offeror resides or primarily does business in the set-aside area. For example, sole proprietorships may submit utility bills and bank statements. (e) If the offeror represents it resides or primarily does business in the set-aside area, the offeror shall furnish documentation to support its representation if requested by the Contracting Officer. The solicitation may require the offeror to submit with its offer documentation to support the representation. (End of provision) Place of Performance: NORTH SECTOR: Including all pads located in mobile home parks and private sites known as South View, Cedar Knoll, Country Terrace, Prairie, 5 Seasons of Cedar Falls, Dietrick, Cedar Terrace and Individual Private Sites. Approximately 172 pads are included in the North Sector. SOUTH SECTOR: Including all pads located in mobile home parks and private sites known as West Branch, Golf View, Apington, Summit, Grand View, Woodland, Lazy K, Louisa Cts., Morning Sun, Pawa MHP, West Park and Individual Private Sites. Approximately 183 pads are included in the South Sector. MARION SECTOR: Including all pads located in mobile home parks and private sites known as Squaw Creek, Marion Village and private sites. Approximately 176 pads are included in the Marion Sector. CENTRAL LINN COUNTY SECTOR: Including all pads in mobile home parks known as Bali Hai, Eagle Ridge, 5 Seasons, Sunset Village, and Kirkwood. Approximately 197 pads are included in the Central Linn County Sector.
