Description
The Bureau of Land Management (BLM) is seeking Architect-Engineer (A-E) services under Indefinite Delivery-Indefinite Quantity (IDIQ) contract(s) to execute boundary surveys and related services for the BLM in the State of California. Contractors will be reuqired to submit a completed Standar Form 330 PartI, Contract Specific Qualifications, and Part II, General Qualifications, with supplemental Data._______________________________________________________________________Registration as a Professional Land Surveyor in the State of California is required for this contract. Professional Land Survey services under this contract will be conducted under the BLM's federal survey authority, authorized and approved by the BLM, Chief Cadastral Surveyor of California. The land surveys performed in this project will be considered preliminary in nature; plats will not be stamped and recorded under state authority. The Government reserves the right to make all determinations of corner evidence acceptability, corner status and any related boundary location decisions under this contract. _______________________________________________________________________The surveys typically consist of the resurveys within the public land survey system and the further subdivision of lands within this system. Professional Land Surveying services in this contract may include any or all of the following functions: (1) the dependent resurvey and subdivision of sections within the public land survey system and metes-and-bounds surveys, (2) the search and evaluation of records, (3) the search and evaluation of collateral and physical evidence, (4) field measurements, including both conventional and GPS technologies, (5) the monumentation or remonumentation of survey corners, (6) documentation of corner establishment or reestablishment, and (7) preparation of reports, field notes, sketches and CAD drawings using the survey methods and procedures outlined in Special Instructions and other instructions for the various Group Surveys, Plans of Survey or other directives for Cadastral Survey work. The guaranteed minimum over the life of the contract shall be $5,000.00. The maximum amount for the life of the contract awarded shall not exceed $5,000,000.00. _______________________________________________________________________Offers will be evaluated based upon the following criteria: (1) PROFESSIONAL QUALIFICATIONS. Registration as a Professional Land Surveyor in the State of California is required for this contract. Provide the name, state of registration(s), and the number of years registered as a professional land surveyor. If you have a Certified Federal Surveyor (CFEDS) certificate, provide the certification date. Provide information regarding the registrants formal education. Provide information regarding continuing education related to the Public Land Survey System. Provide the proposed percentage of time the licensed Land Surveyor(s) assigned to the project(s) will spend on each phase of the survey services cited above. Quality Assurance: Submit a description of quality control processes used by the firm and project management approach the firm will use if they are the successful offeror._______________________________________________________________________(2) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE IN THE TYPE OF SERVICES REQUIRED. Firms that demonstrate their specialized experience and technical competence in completing Public Land Survey System (PLSS) surveying projects in rural or rural/urban interface areas. Resumes of licensed Land Surveyors and key personnel shall include all PLSS surveying experience, and any prior BLM and/or U.S. Forest Service cadastral survey experience as an employee or contractor, for the last five years. Include the number and location of standard, fractional and elongated sections subdivided, miles of section boundaries dependently resurveyed, and number of PLSS boundary corners monumented or remonumented. Provide current resumes of licensed land Surveyors and key personnel which shall list any continuing education related to the PLSS, including the course name, source, and dates. Firms shall attach at least three filed survey plats or Records of Survey as example projects, which illustrate Public Land Survey system surveys and/or section subdivision performed in the last five years by key personnel. Firms should include specific information on technical competence and hardware/software capabilities necessary to provide the following: Global Positioning System surveys, least squares network adjustments of both GPS and conventional survey data, software for specialized computations in the PLSS such as Cadastral Measurement Management (CMM) software, Microsoft Word, AutoDesk AutoCAD, etc. _______________________________________________________________________3) PAST PERFORMANCE on similar work performed for other federal, state and/or local government agencies, and private parties with respect to control of costs, quality of work, and ability to meet schedules. Consideration may be determined by contacting clients and key personnel of project(s) identified in the submitted Standard Form 330. * (4) CAPACITY Firms shall demonstrate their ability to provide the amount of resources and personnel necessary to successfully complete the project(s). Greater consideration will be given for successfully completed PLSS surveys, the ability to provide an adequate number of qualified personnel to complete projects(s) within scheduled timeframes, the ability to fully equip personnel, and the flexibility to supply additional personnel and equipment or replace personnel with equally or more qualified staff. ________________________________________________________________________(5) KNOWLEDGE OF THE GEOGRAPHICAL AREA Demonstrated professional knowledge of the geographical area of concern (California), the ability to successfully perform survey projects in the difficult terrain of California, and the ability to handle hindrances this area may present. Greater consideration will be given to past successful survey projects performed within the State of California. ________________________________________________________________________(6) SUPPLEMENTAL DATA: Includes resumes, professional licenses of land surveying firm's personnel and California Professional Land Surveyors (PLS) project surveyor license number and date received, certificates of continuing education, transcripts, affidavits, percentages of time that key personnel will be made available, copies of final plats and Corner Perpetuation and Filing from surveys performed illustrating Public Land Survey System (PLSS) type survey projects (gaps, overlaps, original surveys, retracements, resurveys, and subdivision of sections), contact information for key personnel from previous projects or contracts; a narrative detailing logistical concerns, solutions, and the ability to cope with the geographical area characteristics and/or challenges; and any other narratives that may provide the BLM an opportunity to gain insight on the character, performance, and expertise not gained from standard documents. Submission of office brochures is encouraged only to the extent that they graphically (via drawings and photographs) substantiate the work specifically described on the SF-330. Failure to provide supplemental data may disqualify any firm from further consideration. ________________________________________________________________________The Government may award multiple contracts. Work shall be performed under task orders that definitize the scope of services for each specific project. The term of the contract(s) will be one base-year with four one-year options. ________________________________________________________________________All interested, qualified firms are invited to submit an original and one copy of a letter of interest as well as one original and 1 copy of a completed Standar Form 330 Part I, Contract Specific Qualifications, and Part II, General Qualifications, with supplemental Data. Failure to submit the SF-330 may render a contractor non-responsive. Responses must be received not later than 4:00 P.M. Mountain Daylight Time, October 28, 2008, in order to be considered for selection. ________________________________________________________________________Contractors must be registered or update their registration at the Central Contractor Registration website at http://www.ccr.gov, and Online Representation and Certifications Application (ORCA) at https://orca.bpn.gov/, in order to facilitate award of a contract.
