Small Business Set-Aside: Total Small Business
Description: The 96th Contracting Squadron intends to solicit, negotiate, and award a Firm Fixed Price type contract for Library services at Eglin AFB, Florida. Library services shall provide all personnel and other items and services necessary to perform administration, circulation, education support, mission support, marketing, public relations, programming, reference, customer and staff training, acquisition, automation, cataloging, technical processing, collection management and providing update services, including indexing services as well as maintaining systems security. A draft of the Performance Work Statement (PWS) is attached for viewing. Contemplated Period of Performance up to five years (Base and four one year option periods). Anticipated start date is 1 April 2009. This notice is in accordance with FAR Part 5.203 (a) Publicizing and response time. The NAICS code is 519120, small business size standard of $6.5M. Solicitation will be a 100% set aside for small businesses only IAW FAR Part 19.502-2 Total small business set-asides. The proposed solicitation number is FA2823-08-R-3004. The entire solicitation will be made available on or about 15 days after this presolicitation notice has posted via this Federal Business Opportunities web page. No paper copies will be issued. Potential offerors are responsible for monitoring the site for release of the solicitation package and any amendments. All offerors must be registered with Central Contractor Registration (CCR) at http://www.ccr.gov per FAR 52.204-7 and Wide Area Workflow at https://wawf.eb.mil per DFARS 252.232-7003. Offerors must also complete Offeror Representations and Certifications on line at https://orca.bpn.gov prior to submitting an offer. Submit all questions electronically, NO VERBAL REQUESTS WILL BE ACCEPTED. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist or the Program manager identified.
