- Description - HCAA/AFIP has a requirement for an annual subscription for laboratory proficiency testing services with the Collaborative Testing Services Inc (CTS). HCAA intends to procure a sole source requirement for the subscription from the following small business organization: Collaborative Testing Services Inc, 21331 Gentry Drive, Sterling, VA 20166 for a one-year period. This subscription can not be provided by any other organization and as such, it is in the best interest of the Government to obtain the subscription from CTS. This subscription will include the following: 1. Forensic Biology Series test, which contains forensic biology samples that consist of bloodstain standards and suspected dried body fluid stains; 2. DNA Sample Specific test for blood specific for which will only contain blood with no mixtures, and for semen specific for which at least one of the questioned samples will contain semen. The tests will be conducted during the course of the period of performance of: January 1, 2008 thru December 31, 2008. Note: the vendor chosen must be an approved proficiency test provider certified as such by the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB). The test will be used to meet accreditation criteria which require that scientists are tested to the full extent of their casework activities, at least twice a year with specific intervals between. The Government intends to acquire a commercial item using FAR Part 12. This notice of intent is not a request for quotations. No solicitation will be made available. Interested parties who believe they can meet this requirement may submit information about their capabilities and qualifications to perform the effort in writing to: Edward J. Domowski, Contract Specialist via email at edward.domowski@amedd.army.mil no later than 1:00 PM CST, 15 October 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This award will be made using simplified acquisition procedures (FAR Part 13). Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
