Description
FISC Norfolk's Philadelphia Office will be issuing two solicitations providing support to the Joint Concept Development and Experimentation (JCD&E) Directorate (J9) of the U.S. Joint Forces Command located in Suffolk, Virginia. The first solicitation is for Core Misson and Business Sustainment. Core Mission is defined as centralized, ongoing efforts or continuous work to provide a defined experimentation capability in general support across projects or to achieve and sustain a defined set of goals and objectives, or to maintain a baseline capability. Business sustainment is fixed, ongoing functions and expenses of general business that cut across the various groups that comprise the JCD&E. Specifically Business Sustainment is "the cost of staying open for business." The award criteria for the Core Mission and Business Sustainment will consider the technical proposal slightly more important than the cost/price proposal. Within the technical proposal, the technical evaluation factors are Cost Control Approach, Technical Approach, Management Approach, Corporate Experience, Past Performance and Socio-Economic Plan. Cost Control Approach, Technical Approach, and Management Approach are of equal value and more important than Corporate Experience, Past Performance and Socio-Economic Plan. Corporate Experience, Past Performance and Socio-Economic Plan are of equal value. The statement of work for Core Mission and Business Sustainment is attached as "CORE AND BUSINESS SUSTAINMENT PBWS.DOC" The Proposal Preparation instructions for Core Mission and Business Sustainment are attached as "CORE BUS SUSTAINMENT PROPOSAL INSTRUCTIONS.DOC." The Evaluation Criteria for Core Mission and Business Sustainment is attached as "CORE BUS SUSTAINMENT EVALUATION CRITERIA.DOC." The second solicitation is for JCD&E Projects. Projects are temporary endeavors undertaken to create a unique product service or result. The award criteria for the Projects will consider the technical proposal significantly more important than the cost/price proposal. Within the technical proposal, the technical evaluation factors are Technical Approach, Management Approach, Cost Control Approach, Corporate Experience, Past Performance and Socio-Economic Plan. Technical Approach, Management Approach, and Cost Control Approach are of equal value and significantly more important than Corporate Experience, Past Performance and Socio-Economic Plan. Corporate Experience, Past Performance and Socio-Economic Plan are of equal value. The statement of work for Projects is attached as "PROJECTS PBWS.DOC." The Proposal Preparation instructions for Projects are attached as "PROJECTS PROPOSAL INSTRUCTIONS.DOC." The Evaluation Criteria for Projects is attached as "PROJECTS EVALUATION CRITERIA.DOC." Both contracts will be awarded as indefinite delivery indefinite quantity contracts allowing the issuance of both cost plus fixed fee and fixed price task orders. Multiple awards are anticipated under both contracts. You are invited to review the provided documents and provide any comments you believe will enhance our objective of providing innovation at a reasonable cost. A Pre-Solicitation Conference will be held on 28 October 2008 starting 10:00 AM at the Airport Hilton located at 1500 North Military Hwy in Norfolk, VA. The conference agenda includes an introduction to the JCD&E as well as an open discussion of the provided documents. Attendees should provide all comments as well as the names of conference attendees to the following: Mr. John D.
