Description
The National Oceanic and Atmospheric Administration (NOAA) is conducting a market survey to determine the availability of contractors to provide medical advice, programmatic support, medical direction, and clinical oversight of United States Public Health Service nurse practitioners and physician assistants providing medical services to individuals aboard the NOAA fleet of ships. Potential Contractors must have experience in maritime medicine as it pertains to life at sea. Potential contractors must be qualified to provide the following: A.PERSONNEL: 1.The Contractor's Medical Director, who shall be a board certified emergency physician, will have overall responsibility for the medical services. An assistant medical director will have overall responsibility when the medical director is not available. 2.The Contractor's Medical Director and the Contractor's Director of Maritime Programs will have overall responsibility for compliance with the terms of the potential Contract, maintaining communications and arranging all required services. B.MEDICAL ADVICE AND CONSULTATION: 1.Medical advice calls to the potential Contractor will be initiated by a NOAA Medical Officer on an as needed basis. The potential Contractor will be required to provide a group of board certified emergency physicians ("Attending") to serve as on-line medical control on a 24 hours a day, seven-days a week basis to respond to requests for medical advice calls. The potential Contractor shall respond to such calls as expeditiously as the medical situation warrants. 2.All medical advice calls, and any subsequent follow-up calls, will be managed by the proposed Contractor's attending physician ("Attending"), who will communicate directly with the NOAA Medical Officer. The Attending will provide consultation, assessment, recommendation for treatment, determination of level of service and advice regarding whether an evacuation is deemed necessary to the Medical Officer, who shall be responsible for making the final decision regarding patient care. 3.The potential Contractor will maintain a separate phone-line designated for contract related emergency calls, with back-up phone numbers available for Remote Client. 4.The potential Contractor will provide Remote Client with a communication manual for each vessel covered by this Contract containing information about accessing the Contractor's services and a set of medical assessment guidelines. 5.A client report of each medical advice case will be sent to the Director, Office of Health Services, NOAA, upon initiation of the case. Remote Client hereby acknowledges that the Contractor is obligated under the Health Insurance Portability and Accountability Act ("HIPAA") to disclose only the minimum necessary protected health information, as defined in HIPAA privacy regulations, regarding the Remote Client Employee. 6.The potential Contractor will be required to provide medical consultation by a board certified emergency physician for the following services: a) Not Fit for Duty: Written medical review of any physical examination identified as Not Fit for Duty by NOAA Health Services personnel. b)Medical Consultation: Physician review of medical concerns raised by NOAA Health Services including policy, test results, physical exam findings, health issues potentially impacting other NOAA employees, other medical concerns as identified by NOAA Health Services. 7.The potential Contractor will communicate information on the Remote Client employee to Director of Health Services of the Remote Client within twenty-four hours, and on an as needed basis, consistent with all applicable law regarding such disclosures, until the case is closed. A final written report will be sent to Director of Health Services of Remote Client upon closure of the case consistent with applicable law regarding such disclosures. 8.The potential Contractor may be requested to review a Remote Client employee's medical records to determine "Fitness for Duty" status. 9.Medical information will be kept confidential in accordance with all applicable laws and regulations, including the applicable provisions of the Health Insurance Portability and Accountability Act. C.MEDICAL DIRECTION/CLINICAL OVERSIGHT 1.The Contractor will provide physician medical direction and clinical oversight for the six Physician Assistants (P.A.'s) and four Nurse Practitioners (N.P.'s) practicing with NOAA. The following services will be included: a) Clinical supervision provided by the Contractor's Medical Director and Assistant Medical Director. b)A review of current practice guidelines for on site medical practitioners. c) A quarterly review of: 1)A minimum of 5% patient care reports from the P.A. onboard the vessels. 2)Every medical case where controlled substances were prescribed, whether by a P.A. or N.P. 3)Medical patient encounter logs generated by P.A.s and N.P.s to include crewmember's name and chief complaint. d) Clinical supervision of P.A.'s through direct communication with the Contractor for case management onboard the vessel. e) Quality management review of P.A.s to provide feedback and clinical recommendations. The intended procurement will be classified under NAICS code 621111 with a size standard of $10.0 million. NOAA intends to negotiate a firm-fixed-price contract for the work described above. Firms responding to this market survey should provide a capability statement which explains their ability to perform the services as stated above. Offerors should include a description of significant subcontracting that will be required to provide the required services.
