Description
REQUEST FOR INFORMATION (RFI): The GSA Federal Technology Service, Office of Integrated Technology Services, in concert with the Geospatial Line of Business (Geo LoB), requests Capability Statements from GSA FSS Schedule 70 IT resellers whose schedule contracts provide the Federal Government with commercial off-the-shelf (COTS)-based, Geospatial Information Systems (GIS) software and Computer Aided Design (CAD) software, with associated maintenance and services. Current Federal users of GIS software, products, and data are the Department of Defense and Federal Civilian Agencies. NOTE: This announcement is posted for data gathering and planning purposes only, DOES NOT constitute a solicitation, and is not to be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not reimburse any respondent for any cost associated with information submitted in response to this RFI. In addition, this RFI provides (a) a Draft Statement of Work (SOW) for industry comment and (b) invites GSA FSS Schedule 70 IT resellers whose schedule contracts currently provide the Federal Government with GIS software to attend an Industry Day Conference, hosted by the Geo LoB and GSA, on October 21, 2008, 1:00 P.M. – 3:00 P.M., at the JW Marriott Hotel, 1331 Pennsylvania Avenue, NW, Washington, DC 20004. If you intend to participate in this conference, please RSVP to e-mail address, stephen.bell@gsa.gov, and cc: michael.hargrove@gsa.gov and michael.knowles@gsa.gov, by 1:00 P.M., October 17, 2008. Please provide the name and contact information of attendees. NOTE: Information discussed or presented during the Industry Day Conference will have the sole purpose of providing vendors with an overview of the environment and context in which the Geo LoB operates. BACKGROUND: The Geospatial Line of Business (Geo LoB) is a government-wide initiative sponsored by the Office of Management and Budget (OMB). The Geospatial LoB focuses on more widespread use of geospatial information to improve the quality and timeliness of agency decision-making across a wide variety of programmatic needs. The Geospatial LoB helps improve the efficiency of government by making geospatial data, tools, technology, and services more accessible, reliable, and less expensive to acquire through enhanced data sharing and more effective management and leveraging of investments. The Department of the Interior, U.S. Geological Survey, has been designated by OMB as the Managing Partner for this initiative, but governance is shared across more than two dozen partner agencies. The primary mechanism for this coordination is the Federal Geographic Data Committee, established by OMB in 1990 and re-chartered in the August 2002 revision of OMB Circular A-16, “Coordination of Geographic Information and Related Spatial Data Activities.” HOW TO RESPOND: Not later than October 31, 2008, 6:00 P.M., provide a Capability Statement which describes the respondent’s corporate capabilities and experience relevant to the GIS arena, supplemented by the following requested information: 1. Provide a description of your technical capabilities to provide commercial GIS software, with associated maintenance and services, as described in the Draft SOW: Computer Aided Design, Web-based Visualization, Imagery Analysis, Geocoding, National/International Road Networks, Geospatial Analytics and Modeling. 2. Provide a description of your ability to offer software licensing for various GIS applications and additional data sets for a wide range of purposes as described in the Draft SOW. Describe your current copyright and license agreements. Address distribution to academic institutions, scientific organizations, or contractors who are acting on behalf of the U.S. government for non-commercial applications. 3. Describe your familiarity, capability, and describe your relevant experience with providing GIS software and additional value-added data for the software categories described in the Draft SOW. Suggestions for optimizing operational configurations and reducing data delivery time from request to delivery may be included in your response. 4. Provide a statement of capabilities and other areas of coverage provided under your current GSA FSS IT Schedule 70 agreements and any other comments you may have related to this Draft SOW. Describe any special conditions that GSA should consider regarding the access to commercial GIS software and data. 5. Early industry involvement through comments, questions and recommendations, is sought for refining the Draft SOW and contributing to program success. Comments, questions and recommendations shall be submitted by e-mail to stephen.bell@gsa.gov, michael.knowles@gsa.gov, and michael.hargrove@gsa.gov, and should be received by COB, October 31, 2008.
