- This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. It is requested that information in response to this RFI be submitted NO LATER THAN 10 NOV 2008 to Alice Tornquist, Contract Specialist, Naval Air Warfare Center Aircraft Division, Code 25211B562-3C, Highway 547 Lakehurst NJ 08733 or by email to alice.tornquist@navy.mil. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents may provide information on any currently available product that meets the Navy’s requirements. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is requesting information pertaining to the availability of Commercial-Off-The-Shelf (COTS) reliable devices to function as a Ceramic Oxygen Generating System. This system shall produce 240LPM (1/2 ton per day) of 99.5% minimum pure Oxygen gas using Ceramic Membrane Technology capable of being boosted to 3000 psig to fill storage flasks and have liquefaction capability. The desired features of this system are: 1) ceramic membrane technology to produce minimum 99.5% pure Oxygen gas; 2) capability to boost the 99.5% Oxygen to 3000 psi and fill storage cylinders; 3) ability to operate from a 460V, 60Hz, 3 Phase or 208V, 60 Hz, 3 phase electrical source. The system need not be designed for dual voltage operation. Additional features include: 4) the ability to convert the minimum 99.5% gaseous oxygen to liquid oxygen; 5) system power consumption not to exceed 100 KW; 6) maximum system dimensions not to exceed 120 inches long, 48 inches wide and 60 inches high; 7) maximum system weight not to exceed 5000 pounds; 8) system to operate in ambient temperatures ranging from -25º F to 125º F; 9) system to withstand vibration and shock forces associated with being transported via commercial truck and cargo aircraft; and 10) system to have instrumentation to display Oxygen concentration, Oxygen gas output flow rate, Oxygen gas output pressure, Oxygen gas output temperature and Ceramic module internal temperature.
