Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This requirement is for MK 140 MOD 0, Charge, Demolition, Flexible, Linear (20 g) in accordance with Automated Data List (ADL) 53711-6545554C No Revision, Contract Data Requirements Lists (CDRLs), and associated drawings and specifications to be provided with the solicitation. The flexible explosive used is a Qualified Products List (QPL) item. Only contractors that are on the QPL will be eligible to be awarded a contract. Multiple awards are possible. If multiple contracts are awarded, all subsequent delivery orders will be competed among contractors who received awards. Specification MIL-PRF-46676 contains complete requirements for testing and qualifying flexible explosive for the QPL. All qualification expenses are the responsibility of the potential offeror. The Government requires a quantity of 240 charges for First Articles and 17,500 charges (minimum) and 1,500,000 charges (maximum) over a 5-year ordering period. The First Article quantity is due 180 days afte! r contract award. The production Lot Acceptance Test units are due 180 days after First Article Test approval. The Government requires 60 days after receipt of first article test report to accept or reject first articles. The government requires 30 days after receipt of lot test report to accept or reject. The first article units will not be delivered as part of the production quantity. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423's. To be eligible for award, contractors must be registered in the Central Contractor Registry (CCR). Only businesses that have completed DD form 2345, and are certified under the Joint Certification Program, are authorized to receive the technical data package. Initial inspection is at source with final inspection and acceptance at destination. Delivery is required F.O.B. destination. The Government intends to award to the responsible contractor whose offer is the best value to the Government conside! ring past performance and price related factors. The solicitation will be available on or about 22 October 2008. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps, and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. "No hard copies of the solicitation will be mailed".
