- This is a notice of intent for a sole source procurement under the Simplified Acquisition Procedures and Other Than Full and Open competition (FAR 6.302-1). A solicitation will not be issued. The associated NAICS code is 339950. The Regional Contracting Office, Northeast, Quantico, VA intends to award a sole source contract to Delex, 1953 Gallows Road, Ste 700,Vienna, VA., for a requirement to provide an Okinawa Cultural Intelligence Smart Card. Delex is the only source that will satisfy the agency requirement as this is follow-on work to which Delex conducted previous research and analysis, and Smart Card production. This notice of intent is not a request for competitive quotes; however, any firm that believes that it can meet this requirement may give written notification to the contracting officer. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely wit! hin the discretion of the Government.
