- “The Naval Air Command (NAVAIR) intends to issue a Time and Material Order, under NAVAIR Basic Ordering Agreement (BOA) N00019-08-G-0015 for performance of technical analyses, support, and evaluation of ground and flight tests for the purpose of establishing preliminary store carriage, launch, and jettison envelopes of two developmental Joint Air-to-Ground Missiles (JAGM) and launchers on the H-60 aircraft. NAVAIR intends to negotiate this Order on a sole source basis with Lockheed Martin Corporation (LMC), 1801 State Route 17C, Owego, NY 13827-3998. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c) (1), as implemented under Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. LMC is the joint designer, developer and manufacturer of the H-60 airframe and as such LMC has the requisite knowledge, technical expertise and experience to perform the efforts within the required timeframe. This notice is not a request for proposal. Note 22 applies. Inquiries can be made to the primary point of contact as outlined in this notice.”
